that under the present system of de
vastation the last acre of woodland
will be destroyed.
The Maeon Telegraph and Colum
bus Enquirer-Sun are republishing
editorials from the Atlanta Consti
tution on the tariff question. They
are very good editorials, too; much
better than the Constitution’s pres
ent arguments on the question.
The weather prophets are pre
dicting the most severe sort of a
winter, which is a good reason to
believe that the weather will lie of
a reasonable sort. Your average
weather prophet don’t often get
within a million miles of the {truth
about climate conditions to" come.
HOW IT WORKS.
One reason why many of our peo
ple are tn favor of the protective tar
iff la la-cause they do not understand
the question. As they pay their taxes
indirectly they fail to grasp the man
ner in which they are robbed. I,et
u§, suppose for instance, that instead
of the tariff being collected as at
present, a government ofllee be
established in every town for the
collection of this revenue. Farmer
A and his wife go to market to lay
in a supply of goods for the winter.
They have the privilege of buying
native or foreign wares with abso
lutely no tax or tariff on them. They
buy one dollar’s wortli of native su
gar; a dollar's worth of native rice;
a dollar's worth of native suit; a
dress for three dollars, foreign make;
two dollars’ worth of woolen hosi
ery,domestic make; a dollar’s worth
of home made flannel; a shawl of
domestic make for three dollars;
and a dollar's worth of cart hern ware
of domestic make. Their total bill
to the merchant is thirteen dollars,
which they pay and start home hap
py in the thought that they have
value received for their money.
Hefore they get out of town they
are overhauled by the tax collector.
He hustles them around to his office
to collect his tax, known as protec
tive tariff. On the sugar lie collects
eighty cents; on the rice, one hun
dred and twelve cents; sail, eighty-
three cents; dress, two dollars and
seventy-three rents; hosiery, one
dollar aud forty cents; llannel, sev
enty-two rents; shawl, two dollars
and sixty-one rents; curtheruware,
flfty-five cents; making a total tax
of ten dollars aud seventy-six cents
on an original investment of thir
teen dollars.
Now, let us see what is to be done
with this tax. Thu government
would get its slinre from the foreign
made dress pattern, amounting to
two doliarsaud seventy-three cents,
and the balance would lie divided
up among the various manufactur
ers to protect “infant Industries."
But the expense of the tax collec
tor Is avoided by the present tariff
system. The manufacturer is al
lowed to assess his tariff by adding
to the value of the goods when
manufactured, and the government
gets its revenue from a tariff levied
on foreign goods when they arrive
in this country, so that our “infant”
trusts may not be undersold.
Of course our farmer friend would
lie willing, from a patriotic stand- i
point, to allow home manufacturers
to be protected In a fair way, but
when they robbed him, it Is a won
der he didn't spend his last quarter
in buying a jug of whisky, which

put on the free list for him, then
get drunk and let the police magis
trate wind up the taxing business.

hosiery, TO; flannel, 72; woolen
shawls, 87; plain earthenware, 56.

CABINET CHANGES-
It seems now to be f ettled that

Cleveland’s cabinet will take place
the assembling of Congress:

take Mr. l-amar's place as Seerc- '
tary of the Interior.
Mr. Don M. Dickinson, of Miclii- |
gau, will succeed Gen. Vilas as j
Postmaster-General.
While the present cabinet is gen- |
daily acceptable to the people, w e
have no ilonht that the changes
will prove equally so. Secretary
I.amar will be an honor tn the Hu- 1
preme bench. Mr. Vilas has proven
himself to he a thorough business
man, and that Is what is needed in
the Interior department. T’rom ;

son, he is well fitted to take charge
of the Postofilce department.
