following report, on the report of the
Auditing Commission, referred to us at
the last meeting:
We have examined the reports and
exhibits made by them and the Auditor
Mr. McKay, and find they have douo
their work well and conscientiously, and
with a proper spirit of fairness to all
parties concerned.
They have reported the facts as they
Bave found them. -It now becomes the
duty of yoor body to act upon them.
Vo* f recommendations were made.
Tliefr position in favor of a reduction of
the taxes fs simply incontrovertible.
The suggestion of placing the surplus
fund in the hands of a trust company, or
some such Institution, for Investment,
Is worthy of your consideration. The
most Important matter, 'however, is the
amoqnt of delinquent taxes, $25,020.41.
We understand that there are certain
parties, whose names appear In the de
linquent list, who have accounts against
the city, and whoso taxes aro virtually
paid. Wo have not yet had time to as
certain the amount of those accounts.
Leaving out these, however, the amount
duo to the city is unoomfortably large,
and steps should bo taken at once for Its
collection. We therefore recommend
that the clerk and treasurer shall at
onco Issue a general notice In the
city paper, and also a written notice to
each delinquent, calling for the taxos
duo; and at the saino time giving due j.-, rv.cn
notice that on September 15 Adas will j 00011,1nqt improbable, n levy of one per

We have carefully checked all t-x«s for
City, School, Street, Wati-r, Sewerage and
Public Buildings, from IUb Tax Digest, as
paid up to July 16th, liJUl, iato tho Cash IhKik
to the debit of the treasurer. Th3 receipts
from h iii ks we have compared with the batik
pass-books.
Tho receipts/or lleouhe we have b ten una-
blo to compare with any other entry, except
/orthe last two years, and these we have
checked against the stubs of the forms of li
cense Issued to the parties. The items of
fines in the Mayor’s court, for about the same-
time, we have checked against receipt* given
to the City Marshal by the Treasurer. Pre
viously tho Treasurer debited himself with
those amounts without giving any receipts.
We have also compared receipts given for
water rents paid by the present Superinten
dent, and the party engaged In settling the
old matters of this department.
On the credit side of the cash book we have
checked all payments to banks with the bsnk
pass-books, and all other Items with proper
ly certified vouchers, orders of Mayor and
City Council, receipts and pay-tolls for em
ploye* of the city, to some few Instances
these have not been produced; but in view of
the fact that the Office of Treasurer has sev
eral times been removed from place to place,
and papers thereby mislaid or lost, we have
In each case used suelt' evidence as could be
