As will ba seen from the Interviews
published this morning with Dr. Miller
and Colonel Blalock, who could not be
seen Friday, they aro as pronounced in
their views upon economic qurstions as
were tlie other candidates heretofore
interviewed. In addition to the ques
tions previously propounded, The
Timks-Recoudkr added another—that
touching the publio schools, and upon
this the opinions of all the gentlemen
are harmonious.
The people now know just where the
candidates stand, and everybody can
vote intelligently.
Rumors of the dark horaes were flying
tbiok and fast yesterday, and it is even
yet noted that a new ticket will be
■sprung on Wednesday morning, and

to turnout and help select the right

vehicle of publio sentiment, It meroly

and Influence that no other publication
possesses, being greater than all other
reviews in the English language Com
bined, bur nobody here knows until
after they read this just what the Re
view can and will do for Amertcus under
a proposition it will submit to our peo
ple.
Mr If M. Oloott, the representative
of the Review, arrived in the city yes
terday, and on to-morrow he will call
upon our leadlug citizens with the fol
lowing proposition:
For every one hundred new subscrib
ers, at the ordinary subscription price—
85.00 per annum—will be offered the
free publication of four pages of adver
tising matter as a write-up and advertise
ment of the city, to precede the display
advertisements of the Review. For a
less number, down to thirty, a propor
tionate write-up would he given. The
subject-matter of the write-up to be sup
plied by our own people.
Through an advertisement In the Re
view, the opportunities offered for the
advantageous investment of money, and
for tbe development of business enter
prises requiring capital, would be
brought to the notice of tbe investing
olasaes in tbe United States and Europe,
amongst whom the Review circulates.
Tbe object of tbe revlow in thus offer-
lug Its large and influential circulation
as a free advertising medium to Amerl-
cus will be appreciated bv our people.
The object la to get the good will and
interest of the leading citizens, and to
procure the names of gentlemen who
would be likely to appreciate a periodi
cal like the Review and to become per
manent subscribers.
It may be stated tlmt a similar propo
sition baa been endorsed by tbe Cham
bers of Commerce in quite a number of
Important towns throughout the United
States, and tbe results liave beeu highly
satisfactory.
The Review Is w ell worth 85.00, and
tbe write up is therefore gratis.
The Times-Recoroeh believes that
the advertisement that tbe Hotel Wind
sor wotild get in suck an article as would
be prepared, would alone be worth tbe
price of 100 copies of the Review to
Amerlcus. There are probably several
dozen copies taken in Atnorious anyway,
and only a moderate Increase In tbe
number of subscribers would ba needed
to secure this very desirable result.
Every family of culture and refine
ment ought to read tko North American
Review on general principles; and when
a special inducement is offered, as In
this Instanoe, it is to the interest of
everyone to accept it.

WASiinwTON, Nov. 28.—At a meeting
of postofllce inspectors bold here the
subject of money order and register
systems were disenssed at length. If
tbe recommendations made to the post
master general and the legislation
asked of oongress is granted, it is be
lieved that there will be some radioul
changes in the methods of coudncting
postal business in the United States,
dome very marked changes are recom
mended in the working in the money
rrder system. These contemplate the
issuing of money orders for any amount
open all first-class offices; a maximum
order of $500 on second-class offices,
8800 in third-class offices and $100 in
fourth-claaa offices. For money orders
of $50 or leu—those which the working
clauses use—* reduction in tbe fee will
be recommended to a figure 2 or 8 cents
lew than that n - charged by express
companies for to.- same amount. An
other important change recommended
will be to keep money order offloec open
a certain number of nights a week to an
hour later than 9S0. In the registry
business it is proposed to change the
present method of dispatching regis
tered letters from postomce* by sabsti-
fating a linen lined envelope with a 18
cent stamp upon it for this special pur
pose. Instructions will be printed on
the envelope, and they can be mailed at
any letter box without necessitating
the nender going in person to the post-
office, as is now required by tbe postal
regulations.

the Democratic state committee called
for Tuesday in New York will be hpld
to fill vacancy in tbe(national committee
canted by the resignation of Herman
Odrich*. It is understood that all ele
ments are practically agreed upon

that the state committee will nominate
him to the national committee, which
will undoubtedly confirm the nomina
tion.

Richmond, Nov. 28.— John Pitsini,
an old journalist, for many years agent
of the New York Associated press, who
wu paralysed in July 1888, diq4 here,

Galveston, Tex., Nor. 28.—James
Stewart ft Co., of bt. Louis, contractor*

bnsbel grain elevator for tbo Galveston
Wharf company, arrived bore and im
mediately commenced operations for the
elevator, which will cost $800,000 and
will be the largest sooth of St. Louis.

munity to draw its own inferences and
arrive at Its own conclusions.
Mr. L. J. Blalock was interviewed
yesterday by a Times-Recoroeh repor
ter on hi* position on the issues that the
race involves: “What about the alder
man’s race?" queried the reporter, giv
ing a new point to his pencil.
‘I haven’t thought mueh about it, in
fact, and suppose it will be quiet,”
“How do you stand on the present tax
rate and the wisdom and necessity of its
reduction?”
“I am In favor of collecting just
such taxes as are necessary to an eco
nomical administration of the govern
ment and am unalcerably opposed to a
surplus remaining In the treasury.”
“Do you think asphalt pavements ex
pedient?”
“I do not think that at tbe present
time they are expedient, and paving the
street* should be left to a majority of
tbe taxpayers to decide. The servants
of tbe people should always conform to
the wishes of the majority of the tax
payers in matters so intimately affecting
their interests. I am not In favor of al
lowing a surplus to accumulate in the
treasury to be devoted to public improve
ments unless the public are oonsulted.”
Dr. Miller was found In his office and
asked bis opinion on the issues. He
says: “I am heartily In favor of reduc
ing the present tax rate. I am against
a surplus lu the treasury; am opposed to
asphalt pavements for the present, and
I favor a continuance of our public
school system.”
Messrs Burt, Blalock, Watts and Bell
and Adderton are in favor of a con
tinuance of the public school system
