In his card In this morning's Issue,
“Alderman" falls Into an error not un-
natural to public officials, In that he con
strues Tint Times-Itkcoiiiikh's publica
tions showing that the people are call
ing for retrenchments, as somewhat of a
leflectlon upon the past records of the
.city’s officials.
The Times-Recoiiiikr has never said
tliatthe city council has spent a dollar
not authorized by the people.
On the contrary, the reform that the
tar-payers propose to Inaugurate, like
•charity, begins with themselves. It is
true that they voted all the improve
ments mentioned by “Alderman,” and
they have therefore bad to be taxed to
pay for them. But It is likewise true
that the people think they have gone far
enough for awhile, and now they pro
pose to retrench, until the city has a
chance to grow up to her metropolitan
improvements.
The people want a tax rate of 1 per
cent or less, just as soon as It can be ob
tained with a proper respect to the needs
and prosperity of the city; and they
have nominated throe aldermen pledged
to this retrenchment.
This does not mean that I be retiiing
aldermen, (had they remained in office),
or the holding-over aldermen would'no)
pursue a similar policy if tho wishes of
the people clearly iudicated It.
As the se’rvants of the people, the ex
ecutors of the public will it is the busi
ness of the the city council to follow in
structions, be it to scatter or to hoard
These times demandec noiuy, and llie
people are simply meeting the conditions
with which they are confronted. The
present councilinen were elected under
different conditions from those now pro-
vailing, and the requirement of pledges
from the new aldermen ia no reflection
upon the past record of the old for this
reason. So with the holding over mem
bers of the aldermanic board. This ex
pression of the people’s wishes for the
future ia not a rebuke to them, but sim
ply an instruction tor the future guid
ance of ths whole body

The people of Americus will no doubt
bo surprised this morning to learn that
the Grand Jury has Indicted Mr. A. T.
Maxwell as a private citizen, for acts
performed by yard employes of the Rich
mond and Danville Railroad Company in
this city, under orders issued to Mr.
Maxwell as the ageot of that company
by bis superior officers In Macon.

sn net of gross injustioe to Mr. Maxwell,
sod cannot but think that the Grand
Jury hat been Imposed on by certain
persons who have personal spite to grat
ify.
This conclusion seems to be well
founded, from the fset that the agents
of mil railroads are aimllnrly situated In
respect to the performance at times of
certain necessary work ou Sunday; and
yet a complaint ia lodged against nobody
bat Mr. Maxwell; and that too, not as an
official, but as an individual, and for acts
that lie iicrsonally did not perform
