treatment’of their respective subjects
in that conntry, which the present con

The representative of the Chinese gov
ernment holds optimistic view's regard
ing the situation of affairs in China,
and expresses the most implicit con
fidence that the government will have
110 occasion to take any extreme meas
ures to suppress an sttemptat-a generr
uprising. The charge d’affaires di
Clares that the news of late receive,
from China regarding disturbances in
several parts of the conntry, particu
larly in the north, is greatly exagger
ated. The fears expressed that the
rebels In the north might trash on their
inarch past the great wall and resell
and iuvest the city of Pekin, are calmly
brushed aside hr the charge d’affaires,
instead of
who says That
the
govern
ment staking its existsiice on a decisive
battle with the iusnrgents. it wonld
only be necessary for the imperial
troops to show themselves in buttle
array to put the rebels to flight.
. The charge d’affaires said that he was
not aware that any power had asked ex
planations from China. "Tuany case,"
lie said, "we are quite ready to assure
the powers that we have done and will
coutiune to do onr utmost to protect
Europeans in Chiua. " The correspond
ent of Figaro cables from. Shanghai
that parleys have been opened to bring
about an alliance between England- anil
China for the purpose of coping with
Russia. The correspondent said that
China is sending troops to Panir to
check the Russian movements In that
art of the world. China claims that
is encroaching on her territory.

WAHHlNdToK, Dec. 4.—Commodore
Ramsay, chief of the naval bureau of
navigations states in liis aunual report
to tlie Secretary of the navy that dar
ing the past year the Newark, Concord,
Lancaster, Marion and Bennington
have lieen commissioned as ernisers
and the Swartara, Omaha. Dolphiu and
Ranger have been pnt ont of commis
sion. The Dispatch and the tag Triana
were wrecked.
Commodore Ramsay iiirites the at
tention of the secretary of the navy an.:
congress to the large nnmber of candi
dates for admission to the naval ucud-
einy that fail to |iuss the mental exami
nation. This, he believes, is chlefly
dne to want of proper instruction sud
of time for preparation, and he recom
mends that the law governing the ap
pointment* he amended so that n|
Kiintmenls to the academy may 1
hade one year in advauce of the time
of admission so as to enable those ap
pointed to prepare for examination.
He also recommends that no naval
cadet fonud deficient at any examina
tion in either conduct and studies, and
rocoinmeuded to be discharged from the
academy, ahull, ttpon the recommenda
tion of the academy bonrd, be retained
or reappointed, or be appointed to any
place in tbe navy before the members
of his class shall have Anally graduated
and received their commissions.
In concluding his report. Commodore
Ramsay says tiiere are tto longer any
old alfips available for barracks and
that for the training system the time
has arrived when it is necessary that
ips shonitl be built for apprentices.

This disorder of the system does not

serious for blood poisun to manifest It.
