The railroad issued a circular yester
day that Is in the Interest of tile mer
chant.
Heretofore tbe merchant* had to pay
demurrage and freight charges If they
kept a freight oar an hour over time, or
If their freight was not taken out of the
depot in twenty-four hours after its ar
rival.
On this rule the railroads insisted, bnt
reciprocity is the rule now, and Col.
Trammell, of the railroad commission,
thought it was a poor rule that would
notwork both ways, so he has issued
the following rule, and is named rule
No. 0 of circular No, 203.
“When any railroad company fails to
deliver freights at the depot or to place
loaded cars at an accessible place for
unloading within forty-eight hours (not
including Sundays or legal holidays)
oomputed from 10 o’oloek the day after
the arrival of the same, the shipper or
consignee shall be paid one dollar per
day for each day said delivery is so de
layed.”
