Smallpox.
St. Pktkksburii, Doc, 80.—Tho prison
at'Samara, built for two hundred in
mates, is now crowded with thousands
•of unfortunates, among whom typhus
and typhoid fever is rife.
The doctors whose duty it is to attend
the sick prisoners, are in despair, and
have not visited their charges in a
month. The rapid increaso of the num
ber of deaths is doe to f/tuiiue, which
has been reported to the authorities
here.
The government is dispatching troops
to the districts where a riot is likely t.
break out Government officials now
refuse to grant permission for the pri
vate distribution of food or the opening
of soup kitchens.
All relief must be given through the
officials in the name of the czar.
Moscow is threatened with au epi
demic of smallpox. Twenty new cases
are reported there daily. The scnools
of the city are close l for the holidays a
week earlier on account of the smallpox
sconrce, and all the scholars have been
vaccinated.

And Madden did "spring" something
in the shape of an announcement that
Peter Maher and Jaclr Dempsey would
box four rounds at Madison Square Gar
den January 14. The conditions of the
affair are tliat there shall be no referee
and no seconds. It is to be a scientific
boxing exhibition, pure and simple, aud
the net receipts will be equally divided
between the hoxer*.
The reports'of Dempsey’s ill-health
have been exaggerated, according to
his own statement. He said: "It is
quite true that I was ill after my arri
val from the Pacific coast, but I am all
1 right now and have been for two weeks.
The reports that I have consumption
are, according to the statements of a
number of physicians, utterly without
foundation. I am beginning to get
used to this sort of thing, however.
Just before I fought Billy McCarthy in
8an Francisco, an enterprising news
paper man visited my traiuiug head
quarters, and the next day sent out
long yarns all over the country to the
press to the effect that I was on my
death-bed. Telegrams inquiring about
my health caine pouring in from all
parts of the country. For the next
week the newspapers came out with

Conductor H. C. Sapp has resumed
his duties on the S. A * M. railroad
again after a pleasant vacation.
The many frierds of Dr. John K. Hall
will be pleased to knsw that his health
is gradually Improving and that he will
be ont again before many days elapse.
Mrs. W. E. Montgomery and Mr.
Clias. W. Montgomery, mother and
brother of Mr. Jamea Montgomery, are
bisgueste during the holidays at the
Allen House.
Miss Fish, a daughter of Judge Kish,
returned Friday from Macon where she
has been attending school, and she will
spend the holidays with her father and
mother at the Allan House.
A Small Blwxe.
The alarm of firo was sounded yester
day and the conflagration was located
at the A. P. & L. compress. The lire
companies responded promptly, but tbe
distance was so great and the cotton so
dry and combustible that wero it not
that the proprietors of the compress
had observed tbe precaution to keep
bandy several buckets of water, the fire
may have done incalculable damage be
fore arrested.
It was extinguished after damaging
some ten bales of cotton in a slight
measure.

will wager some money on his opinion.
The cx-mlddle weight champion and bis
old trainer. Tom Maher, iff Williams-
burg, will begin training tomorrow on
Long Island. Tnthill thinks Jack will
weigh abont 152 pounds on tbe night of
the exhibition. The Irish champion it
in Philadelphia, spending the holidays
with friends, but Madden will cut short
his visit and send him to the country.
After three weeks’- training he will
lirobably tip the beam at 170 pounds.

Washington, Dec. 26. — Pursuant to
the directions embraced in a letter from
the president to the head of each de
partment, dated Dec. 4. 1801, the secre-
retary of the treasury lias completed a
plan which will take effect on the 1st of
January, under which all promotions
in the tressnry department will here
after be made on a basis of merit only,
and as the result of a competitive ex
amination. These examinations will be
made by au examining board in the de
partment designated by tbe secretary
and not by the civil service commission,
and, as a rule, each examination for a
promotion to any grade will be confined
to clerks on tbe next lower grade and in
tbe same office or bureau.

daily report will be kept of the effi
ciency of each dork by the chief of bis
division, and in all examinations this
efficiency report will be the element-of
chief weight. The efficiency record
will give the daily standing of each
