Library, Gives a Statement
Os the History In This City
President Crawford Wheatley, of
the Carnegie Library association, has
furnished the Times-Recorder with the
following statement, concerning the
library affairs, now of much interest
because of the tw'o committees —one
from the city council, and the other
from the library board, investigating
the affairs:
In order that there may be no mis
understanding concerning the contro
versy which has arisen between the
City of Americus and the Carnegie
Corporation, concerning the mainte
nance and support of the library, I
deem it encumbent upon me as presi
dent of the Carnegie Library Associa
tion of Americus, to place before the
public the following facts, all of which
are matters of record, and easily veri
fied by reference to the minutes of the
City Council and the Library Associa
tion.
From the minutes of a called meet
ing of the Americus Library Associa
tion, held February 21st, 1908, at which
were present Frank Sheffield, J. W.
Sheffield, E. A. Nisbet, A. W. Smith,
Jno. A. Cobb, Frank Harrold, Thomas
Harrold, J. A. Davenport, C. L. Ansley,
G. M. Eldridge, R. J. Perry, W. H. C.
Dudley, Sr., and Crawford Wheatley, I
take the following:
“The chairman (Capt. Jno A. Cobb''
stated that the object of the meeting
was to consider a proposition for con
verting the Library into a Carnegie
Library, and the erection of a building
for that purpose upon the property of
our association.” “After much discus
sion it was finally agreed to advise Mr.
Carnegie that we (The Americus Li
brary Association) were willing to ten
der the lot owned by our association
to Mr. Carnegie for a building site, the
title to the property remaining in the
Association, the name of which was
to be changed from the Americus Li
brary Association to the Carnegie Li
brary Association, with the further
provision that the city contribute to
the maintenance of the Library and
name one-third of the directors for the
management of the Association. It
was also thought that the building
should cost at least $20,000.00.”
This action upon the part of the
Americus Library association was laid
before the Mayor and City Council,
which body, after due consideration
finally adopted the following resolu-

Following resolution adopted at a
regular meeting of the Mayor and
City Council of Americus, held on the
21st day of May, 1908:
Whereas, Certain taxpayers and cit
izens of the City of Americus deeply
feel the need of a thoroughly equipped
public library, and consider the same
to be necessary for the moral and edu
cational interest of our citizens; and,
Whereas, Mr. Andrew Carnegie has
generously consented to give us S2O,
1000,00 for the building of the same, up
on condition that the Mayor and City
Council will pass a resolution to fur
nish a lot and maintain the library at
a cost of $2,000.00 per annum; and,
Whereas, The citizens of Americus
have petitioned the Mayor and City
Council of Americus to pass such a
resolution, and, whereas, suitable site
has been provided;
Resolved, That we, the Mayor and
City Council of Americus, hereby ap
propriate the sum of $2,000.00 per year
for the purpose of maintaining said
library; and, be it further
Resolved, That we thank Mr. Car
negie for this generous gift, and that
a copy of these resolutions be for
warded to him, signed by the Mayor,
members of the Council and the Clerk
and Treasurer of Americus.

Mr. Lee Allen then took the matter
up with Mr. Carnegie and after much
correspondence succeeded in getting
the $20,000.00 from the Carnegie Cor
poration for the erection of the present
Library building.
I undestand that at the time the
above resolution of council was
adopted, representation was made (by
w hom and by what authority I do not
know) that it would not require the
full amount of the $2,000.00 thereunder
appropriated to run the Library, and
letters from both the cities of Cordele
and Montezuma were exhibited from
citizens of those places, stating that
their Libraries were operated on much
less than the 10% guarantee to the
Carnegie Corporation. Our Library
building was completed early in 1909,
and was thrown open to the public as
a Carnegie Library on May Ist of that
year. .
On October 4th, a committee com
posed of Messrs. Wheatley, Harrold
and Cobb was appointed to go before
the City Council and make a request
for a yearly amount for the support
oZ the Library.”
On October 29th, I called the di
rectors of the Library Association to
gether and reported that the mayor.
Captain Jno. B. Felder, took the posi -
tion that it was illegal for the city :o
give the Library anything, because the
Library was not a part of the city
government. The following resolu
tion was, therefore, unanimously
adopted by the board:
‘‘Resolved, We, the undersigned di
rectors, constituting the entire direc
torate of the Carnegie Library Asso
ciation of Americus .hereby tender our
resignation, both to the Mayor and
City Council of Americus, and to th a
voting members of said association, -
the same to take effect Immediately
upon the election of a new Board of
Trustees for the said Library, by the
Mayor and City Council of Americus,
such board to consist of as many or
as few as may be, in the discretion of
the said Mayor and City Council,
deemed necessary.” (Signed by the
entire board.)
A copy of this resolution was fur
nished to the Mayor and City Council,
but no action was ever taken in re
gard thereto; but an appropriation of
$75.00 per month was afterwards
granted the Library, for part of the
year 1910. This amount has since
been increased to $1,000.00 in 1911;
$1,100.00 in 1912; $1,100.00 in 1913,
$1,000.00 in 1914; $1,100.00 in 1915.
On August 12th, 1915, a report of
work cf the Library was asked of the
Librarian by the Carnegie Corpora
tion, and the following was at once
furnished:
