MORE LYNCHINGS
ARE NOW FEARED
WASHINGTON, April B.—Until the
' federal government is given power to
I unish persons making disloyal utter
ances, department of justice officials
fear more lynchings such as that of
Robert P. Prager, a German, at Col
linsville, 111., Thursday night. This
was "e first report reaching here of
such extreme mob violence to a Ger
man, although officials who have ob
serve 1 the general feeling against
Germans have feared such occur
rencces.
The government ha 3 no authority to
tzke action against the lynchings. Of
ficials of the department of justice de
plored the act and expressed the hope
that state or local authorities would
speedily punish the lynchers.
At the same time it was pointed out
that as soon as Congress passes the
pending bill making it a federal of
fense to speak or write obviously dis
loyal criticism of the United States in
the war, the government can punish
these acts and reduce the danger of
mob action.

CHINESE PRBTEST
AGAINST THE JAPS
JAPANESE ABE ACCUSED OP EN
CROACHING ON CHINA’S TERM.
TORY—BOYCOTT AGAINST JAP.
ANESE FOODSTUFFS.
PEKING, April B—Substitution by
by the Japanese of civil aministration
for military rule in Tsingtau and along
the Tsingtau-Tsinan railway which is
icgarded her as giving the appearance
of permanency to Japan’s occupation
of that territory in Shantung wrested
from the Germans at the beginning of
the war, has aroused the idignation
of the Chinese local population. This
has been expressed in petitions to the
central government to the government
of other provinces and to the inflen
tial Chinese ohganizations.
The Chinese government has pro
tested to Tokio and ha s received a re
ply stating in effect that the inaugura
tion of civil government wag done
with the idea that it might please the
local poulation better than a military
regime.
Japan’s point of view, as described
here, is that any obligations to vacate
the territory in question after the war,
which existed by virtue of Japan’s
declaration at the time of its oceupa-
I tion, has been annulled by China’s
declaration of war against
and the consequent cancellation of
existing treaties.
It is understood in Peking that Japan
holds that the ultimate disposition of
this territory must be the subject of
further negotiations between China
and Japan.
Meanwhile Japan i s perfecting and
extending her civil administration on
the ground that it is her duty to main
tain peace and prosperity in the terri
tory she captured from Germany.
Leading Shantung men, who have
with dispair Japan's action say much
capital is being made of the Lansing-
Ishii agreement. According to these
authorities the Japanese declare that
I their position as special guardians of
I that territorj- is now fully conceded
I and that no power can resist it.
j Th e bitterness which has developed
; on the part of the Chinese is indicated
I by the paragraph in a written protest
i by the Shantung Provincial Assembly,
■hiwch reads: ”Our fellow men in the
! j rovince of Shantung in their struggle
■ to be released from political calami
j ties have determined never to taste
' Japanese fish or meat even theough
they starve.”
Causes of complaint cited in protests
I which are raining in upon the central
i government follow:
i “In Tsingtau, Fangtze, Changtien
■ ar.d Tsinan the Japanese have estab-
■ lished civil administration depart
; meats in disregard for Chinese so-
■ ereignty. The Germans during the en-
i tire time of their occupation, it is
t pointed cut, never attempted to in -
; stitute civil administration and left
j to China the right to police the rail
j way. There are already Japanese

<* For Itching Torture
II - - J]
I There is one remedy that seldom fails
; to stop itching torture and relieve skin
' irritation and that makes the skin soft,
: clear and healthy. . » |
I Any druggist can supply you with
zemo, which generally overcomes all
skin diseases. Acne, eczema, itch, pim
ples, rashes, blackheads, in most cases
give way to zemo. Frequently, minor
; blemishes disappear overnight. Itching
usually stops instantly. Zemo is a safe,
antiseptic liquid, clean, easy to use and
dependable. It costs only 35c; an extra
large bottle, SI.OO. It will not stain, is
; not greasy or sticky and is positively
• safe for tender, sensitive skins. « ,
• The E. W. Rose Co., Cleveland. O
consulates throughout Shantung to
look after the welfare of Japanese
residents making unnecessary the es
tablishment of civil administration.
“Japanese civil officers have already
assured jurisdiction in cases of rents
an debts.
“What was the Germans only en
joyed priority in acquiring mining
rights, the Japanese actually inter
fere In some instances with mines al
ready owned and exploited by Chin
ese, even to the length of prohibiting
the sale of products.
“The building of roads, establish
ment of an Industrial school and the
taking over of control of a railway
hospital and the hospital for gend
armes in Tsingtau is regarded as evi
ednee of intended permanent occupa
tion.’ ’
The Chinese could, perhaps, forgive
the Japanese for other acts if they
had not extended their purisdiction to
the railway and to a “railway zone”
about ten miles wide extending as far
as Tsinanfu. According to competent
authority no convention was even en
acted with the Germans for a railway
zone.
This want of any authority for a
“railway zone” is being urged by the
Chinese foreign office in its protest
against the alleged encroachment.
The Japanese, in reply, argue the
difficutly of altering a decree issued
by their emperor, declaring that what
they are doing in Shantung is such au
thority.
The Chinese declare that under ex
isting treaties any decree by Japan
can only affect the Tsingtau district
and the erstwhile leased territory,
therefore there is no need of modify
ing the decree, the only requisite be
i::g to nroperly interpret it.
