THE AMERICAS WEEKLY TIMES-RECORDER: FRIDAY DECEBMER 31. 1897.
CAUGHT THE GANG PLAYING
FIVE UP
AND LAND EIGHT AT CASTLE.
House is Surrounded and the Players
Bagged.-Four Jump From Win
dows and Escape, But Officers
are After Them.
The largest ami most successful raid
of the holiday season was made at noon
yesterday, with the result that eight
negro card sharps are in castle Sumter
while the oflioerB are skirmishing for
four others who managed to escape by
the window route.
All wero of the black and tan variety,
some of them old offenders.
The “game” was located in the villa
of Ouie Black, in Itattail alley, and was
manipulated by PayneStephens. Chief
Wheeler, Marshal Feagin and Deputy
Sheriffs Bell and Poole surrounded the
ranch and made a rush. Eight of the
“skinners” were caught, together with
all the paraphernalia, though four
others who wore in the room jumped
headfirst from the window and escaped.
The negroes arrested were Onio
Black, Payno Stephens, Henry Guest,
Theo Moye, Bob Turner, Charles Vin
cent, Elbert Griffin and Aaron Green.
Each officer “nailed” a pair of coons
and boro them in triumph to the castle.
The names of the four who escaped
are known and they will bo caught to
day. The place has been under suspi
cion for some time and a raid was plan
ned several days ago. The negroes
thought themselves secure during these
piping times of general hilarity, but
their over-confidence will result in a
chaingang sentence for some if not all
of them.

The Herald from Washington have:
The Russian government will begin
next spring npou a stupendous piece of
engineering work which, like the Trans-
Siberian railroad, will bo of great s;rat
egic ami commercial value to her when
completed.
The project contemplates the con
struction of a canal connecting the Bal
tic and Black teas, which can be trav
ersed by battleships of the heaviest ton
nage ut six knots per hour. By means
of this canal Russia will be abm to mo
bilize .* huge fleet in the B utin in i
hours by briugiug to that sea the Blank
sea equadrou. or can collect in tho Black
sea in the same time the Baltic ami
Black sea fleets.
In case of a general European war
over the division of Chiua at ilie time
of tile completion of the canal it Would
not be a difficult matter for Russia to
seud her fleet through the Bosphorus,
tho sea of Murinoraaud the Dardanelles
itito tho Mediterranean, dnwu the £ucz
canal, ucross the Indian ocean to China,
while she conld utilize the Trunssiberiun
railroad to transport troops. Tho canal
will remove the necessity of sending a
fleet across the North sea ami down the
Atlantic in order to reach the Mediter
ranean, and through tnat sea reach the
Suez canal uud China umi it was pointed
out that iu case of war Great Britain or
Germuuy would take measures to sue
that the Russmii fleet aid not past
through their waters without a hard
struggle.
The length of the canal will be 1,000
miles. It will huve an average depth
of 28.4 feet. The cost of the work will
be $07,000,000, and it must bo completed
by 1902.
It is frankly admitted by the Russian
authorities that the canal is being built
for military purposes, just as the Trans-
Siberian roaa is being constructed, but
they say that the waterway will be of
benefit commercially. Sixteen cities are
situated along the route of the proposed
canal, and they will be benefited by its
construction.
Russia maintains a formidable fleet
of battleships in the Blurk soa," said a
well knowu naval commander, "suea
action being in violation of the pro
visions of tho Berlin treaty. The con
struction of the canal will mean that
