itals mark a more general change In
our foreign representatives than has
occurred in many years/
. Henry White, who has been appoint
ed ambassador of the United States to
Italy, has been in the diplomatic serv
ice since 1SS3, when he was appointed
secretary of the United States legation
at Vienna. The following year he was
transferred to London, where he has
been first secretary since 1880, with
the • exception of the four years of

San Francisco, Nov. 1.—Forty-five
Japanese, powerless to escape from
a binning steamer, wo.re rescued by
the tiansport Crook on her outward
voyage from this port. News of the
rescue reached hero on the transport
Sheridan.
The Crook left here on Sept. Id,
hound to: .Manila. On Oct. HI, when
olf Van Hyman straits, a steamer fly
distress signals was sighted. The
vessel proved to he the Japanese col
lier Voshiml Mara, and was on fire.
The Crook altered her coarse and
headed for the burning vessel. When
she arrived in hailing distance the
flames were beyond control of the

General Edward S. firagg, consul
general at Havana, who has been
transferred to tlie post of consul gen
eral at Hongkong, takes the place of
William A. Itublcc, who has been
transferred to the consulate at Ha
vana. Tlie change Is the direct result
of a letter written by General Bragg
to his wife n few months ago, In which
he mnde a rather contemptuous criti
cism of the Cuban people. The presl

general, however, because the latter
was not directly responsible for the
publication of the letter. The places at

Sentinel. He was originally appointed
as United States consol at Prague,
