London, Feb. 7.—-Tile announce
ment from Washington that Venezue
la's protocols ai a in course of prepa
ration confirming the hopeful views
of the situation expressed here, has
created great satisfaction. During
the latter pa t of the week official cir
cles* here evinced quiet confidence that
in spite of alarming reports a settle
ment was in sight.
There have been private expressions
of intense irritation at Minister Bow
en's alleged breach of etiquette, but
these have never been allowed to in
terfere with the determination voiced
by both the British and German diplo
mats to secure a termination of the
difficulty through any feasible chan
nel. Ambassador Herbert's strictures
found sympathetic support In Down
ing street and apparently formed the
subject of exchanges of messages be
tween Berlin and Rome whence the
representatives of those powers at
Washington wore instructed to present
a united front and prevent the recur
rence of the publication of nows of
the nature of which he had complain
ed.

the powers shall receive preferential

Carpenters Join Strike.
