London, March 20.—Colonial Secre
tary Chamberlain today received con
gratulations on his mission to South
Africa in the Guild hall, where Lord
Mayor Samuel and tho corporation pre
sented him with an address of wel
come in the presence of a large gather
ing of distinguished representatives of
politics, the services, art, science, the
church, the law and tho drama.
Mr. and Mrs. Chamberlain, who
drove to the Guild hall In an pocn lan
dau. received a remarkable welcome
from the expectant crowd who In their
enthusiasm here and there broke
through the police lines and surround
ed the carriage.
The lord mayor made an address,
and the corporation officers met (Mr.
and Mrs. Chamberlain in the library,
where a procession was formed, head
ed by trumpeters, and proceeded to
tho gaily beflsggcd guild hall in which
tho address eulogizing the secretary’s
services in South Africa,' was present
ed. Ixnid and prolonged cheers and
tho waving of handkerchiefs greeted
Mr. Chamberlain on his rising to re
ply. The secretary’s speech was
largely a recitation of his recent
speech at Southampton. He said he
was convinced that everything was In
train for a united South Africa under
the British flag.
"In the words of my friend. General
Delarey,” said Sir. Chamberlain, "the
Boer leaders will be as loyal to their
new government as they were to the
old.’’
The seeretary added that he found
no trace in South Africa of vindictive
ness among the Boers. He expressed
his admiration of the dignified way in
which the burghers had accepted the
rlso of tho appeals to arms, and con
tinued:
“Tho only fruit which we desire
from tho war la the friendship of those
who were so recently fighting us. 1

Philadelphia. March 21.—Five men
of the crew of the tug Pilot of this
city were drowned In a collision be
tween the tug and the steamor P.
Winifred. In the Delaware river, off
Marcus Hook, Pa., late last night. The
remaining three members of the crew
were saved. The following were
drowned:
Alonzo Hardy, engineer.
John Bennett, hate.
Frank Atklnaon, steward.
Albert Painter, deck band.
Portuguese Fireman, name un
known.
The Winifred waa towing the barge
Coneraaugh from Port Arthur, Tex.
to this city and becamo fog bound In
the Delaware bay on Thursday. Tbe
tug Pilot had towed tbe Concmaugh
and guided the Winifred from tho an
chorage and was pulling In hawser
when the steamer crashed into her
amldshlp with terrible force. The tug
soon sunk. The Winifred was unin
jured.
