Such wus the verdict of the Board of
County Commissioners, rendered yes
terday morning, and so expressed In a
letter addressed to Judgo Charles It.
Crisp of the City Court and likewise
to the Times- Hoc-order.
The verdict was fully instilled by
the evidence adduced.
That there was unnecessary, oft
repeated and cruel whipping of con
victs at dtsers times was fhllv set
forth by the evidence of numerous
witnesses before tbe Commissioners.

give the details of the investigation,
though no fault of its own. however.
Statements of the witnesses wore ta
ken In detail, but tfie commissioners
deemed It m-advlsable to publish this
testimony, and thus suppressed it.
The notes of the press representative
were requested bv the board, and aro
still in the jmssession of the body.
It is impossible, therefore, to give a
concise statement beyond the fact that
the testimony of several or the wit
nesses showed severe whipping of tbe
convicts. Other evidence was to the
effect that tliev were not severely
whipped, were well fed and well cared
for. r
upon bare backs of tbe entire seven
teen, sixteen of them innocent, thus
resulted.
One witness said that the tin buck

Kd Davit a negro convict, was
severely whipped for smoking a cigar,
otto, with the further offense that he
did not kneel across the log with the
alacrity demanded by the whipping
boss.
In' this instance it was shown that
the negro waa blistered by the welts
made by the tbe strap.
One of two convicts selected oat of
twenty-nine to testify In defense of
tbe parties thus charged stated that,
upon one occasion, the convicts were
tieaten with the root of a tree In the
hand* of tbe man In charge of them.
other cruelties inflicted were recited
by tbe same convict, who appeared be
fore tho board In clanking chains, thns
making a wiord picture as he told the
story of the whipping* received.
Other slmlllar act* were testified to
by the witnesses,thus bearing out to an
extent tho story told to Judgo Crisp in
open court by Gu* Nelson, a convict,
and which resulted in tne requost for
investigation by the commissioners.
Tin- alleged beating with pick
handles, witnesses stated, had been
heard of by them but not seen, occur-
lng under a former administration.
Several men now connected with tbe
gang, as well at former guards, cltl
sens and tlie two convicts, made up the
testimony.
Tbe commissioners will doubtless act
