this connection Major Herbert
gives some interesting and pro
bably not generally known, facts
about Gen. Wbeeler, as follows:
‘Aid who was Gen. Joseph
Wbeeler, and wbat claim bad the
South upon bis services!
He was tbe son of a Connecti
cut Yankee living in Augusta,
Ga., and whose wife was a Mass
achusetts woman of distinguished
parentage. This mother died
when Joseph was a mere child,and
be was sent to Connecticut to be
reared and educated. Later he
went to New York and from that
slate entered [West Point, from
which = he graduated] into the
United States army.
“He had never lived in the South
except as a small hoy, but Georgia
was his birthplace, and when, in
1861, tbe Southern States voted to
secede and]} form a confederacy,
Lient, Wneeier promptly resigned
■his commission in tbe army and
came Soutb and tendered his ser
vices to the Confederate States
government.
“All [his ties of relationship,
with one or two exceptions, were
in tbe North, and . this gives a
denial to Vice President Fairbanks
statement that Gen. Wbeeler
told President McKinley tbat he
was overpersuaded or deceived,
into joining the Confederate army.
Nothing could be more improbable
than such an admission on Gen.
Wheeler’s part.
‘In his eloquent and fearless
adyocacy of tbe Mexican War pen
sion bill in Congress, tbat ex-Con-
federates be not excluded from its
benefits, be said:'
“It would also gives $S a month
to a score or more who resigned 1
from the army in 1861 in obedience
to the calls from the states of their
nativity.”
Then follows a strong and earn
est defense of these officers, and
Gen. Wheeler declared that they
and he (not a Mexican War pen
sioner) were- actuated by noble
and patriotic motives in respond
ing to the calls of their native
states.
“Up to the hour of his death,
Comntroller General Wright has
directed the attention of the offi
cials of the Central of Georgia
Railway to the fact that its audi
tor swore in the United States
Court that it was worth forty-fonr
millions for the purpose of rate
making, while it is returned to the
State for only sixteen and a half
millions. The comptroller gener
al accordingly wants the Central’s
return increased to thiriy mil
lions.
Observation nas convinced the
Albany Herald that those people
who stay at home winter and sum
mer eojoy the best health and
live the longest. That may be
true, bnt a man, or a woman
needs to leave home occasionally,
brush np against new scenes and
strange people, to avoid mental
stagnation. The body is Infused
by tbe change as much as the
mind.
Albany is talking of doing away
with fences between resident pro
perties. It would immensely
improve the appearance of any
city to do this. How mnch pret
tier any resident street in Ameri
cus would look if the nglv paling
fences were down and an nnob
structcd view had of lawns and
flewer beds.
Senator Beveridge of Indiana is
to wed Miss Kathrine Eddy, of
Chicago, sister of Spencer Eddy,
secretary of the American Embas
sy at Berlin. We shall expect a
running serial in|the Saturday
Evening Post from the Senator on
an ideal honeymoon or some ether
idylic topic.
The Wayoross Journal has a
way of putting a great truth in
few words, as, for instance, when
it said the other day: “As a rale,
most of the agitation* against the
railroads is started by a cheap
politician who has nothing to
lose and has hopes of mnch to
gain.” ,

mander its new limits so as to
eave as many factories outside of
the taxable district as possible,

of regret that he had been a Con
federate slider, and Fairbanks
slanders a dead hero, a patriot
and statesman when he intimates
that such a thing did occur when
Gen. Wbeeler applied to President
McKinley for a Bpanish-American
War commission.
“Thank God, however, all such
slanders fall harmlessly upon tbe
grave of the Sonth’s beloved son
and the country’s patriotic hero.
No other Confederate general gave
the same service in the Spanish-
Ainerican War, in which he was
conspicuous in battle. No
other, after the war, was in actual
service in the United States army,
being commander of tbe De
partment of the Lakes at Chicago.
‘Gen. Fitz Lee was retired the
same day he was appointed in the
United States army, and saw no
active service.
The Constitution wants the
Georgia railroads. to follow the
Missouri plan and try the reduced
passenger rates for three months
before resisting them in the courts.
Judging from experience in other
states the railroads might as well
make their fight now as three
months hence.
The Hawkinsville Dispatch says
that if Hoke Smith does his duty
as governor he will have the cor
dial support of the people of Geor
gia for any other office to which
he may aspire. There is hardly
any donbt bnt that the coming
governor will aspire. All right.
