BLOW AT THE MILITARY.
Georgia to proud of her military
achievements and of her military
forces, in tbe number of which she
leads the Southern States. With the
history of a hundred years of honor
able record to their credit, these com
panies have done much to foster lo
cal and national pride.
But with the advent of the Dick
bill a shadow has fallen athwart the
sky. Regulations are too rigid
to suit the members and as a con
sequence a number of companies have
either disbanded or will maintain an
independent organization, the Volun
teer Guards of Savannah, being a
notable Instance of the last named.
One difficulty to that when com
panies are ordered Into camp no ex
cuse will .be tolerated except that of
sickness. Young men In the employ
of others are forced to respond even
at the cost of their positions, or be
liable to trial for disobedience to
orders. In many cases the enforced
absence of clerks at perhaps a very
busy season of the year makes the
employers “sore” and In some cases
the members have lost their positions
In others they have been warned that
another vacation taken regardless of
the Interests of the employers
result In dismissal.
Another difficulty to found In
of experiment to devise a workable
system. Perhaps at some time In tho
future spinners and growers can get
on a sufficiently friendly footing, with
sufficient mutual trust, to agree on
n minimum price for cotton at the
beginning of tho season, with a pos
sible refund based on the size of the
ultimate yield. Given a crop of say
12,000,000 bales, a committee repre
senting producers and spinners might
get together on what was considered
a fair price. A smaller outturn would,
under the system suggested, mean that
those who bad sold early In the sea
son would be entitled to a further
addition to what they had already re-'
celved.
Among the permanent achievements
of the recent conference will bo an
Improvement In the methods of bal
ing cotton, the growers having been
shown that such a course will be
money In their pockets.
UNDERWRITING OUR PROSPERITY
The President’s spectacular trip
down the Mississippi valley has di
verted attention from the less orna
mental but probably far more useful
trip of Sect Root In Mexico. The
President's trip has merely afforded
will J him a setting In which to repeat his
I often expressed view on control of
re- corporations and punishment of
crultlng the companies np to the wrong-doers. No really practical good
full strength, without which they can-1 w i. ensue But Sect. Roo'.’h vls't
not share In the advantages of re
ceiving supplies and maintenance
from the National government Then
the talcing away of all distinctive
uniform and substituting the drab
and blue for all companies has chill
ed the pride of some of the compan
ies whose uniform was In Itself ai
badge of distinction.
Local military companies work good
results in many ways, but when the
individuality to lost and onerous bur
dens are Imposed, It becomes very
much of a question whether or not
the game to worth the candle. With
out governmental aid, from state or
national, In. providing uniforms and
equipment, very few companies could
afford to extoL Hence the Dick Bill
has struck a very severe blow at the
military establishment of Georgia.
Its mischievous effects were surely
not foreseen when Its passage was
permitted without emphatic protest
from Georgia's congressmen.
WHY THE MIDDLEMAN 1
That the time to now ripe for the
cutting oat of the middlemen In hand
ling the cotton crop to the opinion
the spinners who have been In
attendance on the conference of tbe
five organizations represented at the
Atlanta meeting. The speculator was
condemned by the growers, while the
spinners seemed to consider him a
necessary evil.
As pointed out by Savannah cot
ton men, the cutting out of the broker
and factor would mean the building
.. numerous warehouses In the In
terior and the forcing of . endless
companies to carry on the warehouse
business. It would only be replac
ing one set of skilled men by fully
large a force of men, leaving the
gap between tho spinner and the pro
ducer still partially unbrldged. Other
considerations would also enter Into
any such a change In the methods of
marketing cotton which would tend
to still further weaken the attempt
to eliminate the middleman.
Both shippers and producers are
anxious to get In closer touch each
with the other, built wUl require years
