Europe s Most Beattiful
City Will Be Protected.
Paris, France. Aug. 2,-Ha.te has
been made to formulate plans by which
the capital might he saved from the
inconveniences of the flooding of the
Seine. M. Mlllerand. minister of pub-
ic works, post* and te.egraphs, bus
Just published a sketch of the improve
ments which the government hus laid
down, which, when completed, will
entirely change the face of Paris. |>
is 'hardly likely that the most Import
ant of the schemes will be even started
because of the enormous expense they
will Incur.
One pfan consists in cutting a canal
—so as to carry the overSbw of the
Marne—at the point of Annette, near
Meaux, and terminating at Epernay.
The effect of a channel of this sort
would be to lower the general level of
the Seine by several centimeters in Its
passage through Paris. The digging
of the relief course will take seven
years and is expected to cost $40,000 -
000.
An enterprise that will cost about
$4,000,000 is that for the enlarging the
fittie arm of the Seine between Notre
Dame and the Place SsTnt Mlohlfsl.
known as the lie de la Cite, the aucient
cradle of the capital, the site of the
Roman Lutetla. For about $6,000,000
the government will be able to deepen
the Seine by means of dredging be
tween Suresnes and Bougival. These
two Improvements will do much for
the navigation of the Seine and for the
protection of Paris, if the amount
needed can be got to accomplish them.

Atlanta, Aug. 3.—The announcement
of Hoke Smith's purpose to speak at
the auditorium in Atlanta next Friday
night has riveted attention on Fulton
county, and this, say the Smith man
agers, is as they would have It.
They are pleased to have the people
from other sections of Georgia ascer
tain the former governor's strength
in the biggest county tn the state, and
they rejoice In the belief that this In
terest assures a representative audi
ence ot tremendous proportions to
hear the Atlanta speech.
The Atlanta auditorium Is the
biggest thing of Its kind south of
Philadelphia, and never before has a
candidate In Georgia, or elsewhere la
the South, undertaken to deliver a
political address in such an Immense
auditorium.
