Nickel Steel the Coming Metal.
Though nickel was used for coins
two centuries before Christ, it is only
recently that the discovery of the re¬
markable properties of its alloy with
steel has brought it into general com¬
mercial prominence. The tensile
strength of this alloy—nearly onc-fifth
greater than that of ordinary steel,
w hile its ductility remains the same—
will doubtless cause it to supplant
common steel in many places whtre
great strength is required. For in¬
stance, the American Atlantic liner
Paris has been supplied with a spare
length of shafting of this alloy. It is
said that this castiug has a tensile
strength of about 90,000 pounds, thus
leaving existing British or German
steel shafts quite a respectable distance
in the rear. The production of nickel
has increased within ten years from
1,000 tons per annum to over 5,000
tons, while before 1870 uot more than
000 tons were produced in any one
year. The most noticeable increase
has been in the manufacture of nickel
steel, ostensibly for armor plates and
guns, but it is not likely that its use
w ill stop here, especially as the price

cation of the Miles Sugar Manufactur¬ i

object of the suit, it is understood,
was to test the legality of the recent
repeal of the sugar bouiiiv and‘also provision
of the McKinley law, to lay

The Souvenir Half Dollars.
The Chicago souvenir coin of the
great world’s fair is to become a cur¬
rent half dollar, it was »t one time
supposed that these coins would com¬
mand fancy prices ns souvenirs. This
expectation was not. realized. The
whole issue authorized by congress
would have been turned over to the
world’s fair managers but for tlieir vi¬
olation of tho agreement, which was
made a condition of tho gift in respect
to opening the fair on Sunday. Owing
to this breach of the agreement, $1,
095,980 in souvenir halves remained in
the treasury at the close of the fair.
A demand having recently sprung iq
for them at their face value, Secretary
Carlisle has issued au order to the
subtreasuries directing them to pay
out on demand the souvenir coins at
the same ratio as the legalized half
dollar of the United States, namely, at
par with gold.
Vincent Bounced.
S. S. Vincent, United Stales mar¬
shal for the district of West Virginia,
at the request of the attorney-general,
has resigned and I>. Garden lias been
appointed to the vacancy. Mr. Vin¬
cent was appointed in 1899. In Sep¬
tember last Vincent nnd several depu¬
ties were present, at n political meet¬
ing at Wayne, IV. Vn. At the conclu¬
sion of the address, which did not
please him, Vincent arose to reply,
whereupon many of the audience left
the hall. This seemed to have nn
gered'Vincent and an altercation arose,
which culminated in an affray, during
which one man was killed and three
others wounded. The marshall anil
his deputif-H-were aerestcd and are un¬
der bond to await the action of the
grand jury. Complaints have been
made to the attorney general that
twice before Vincent or liis deputies
had been guilty of creating disturban¬
ces at political meetings nt Blueflold
and Huntington.
Expenditures and Receipts.
Official figures obtained from the
treasury hooks show that lip to last
Monday the expenditures for the fiscal
year have exceeded the receipts $9,-
500,000. For the corresponding pe¬
riod of 1893 the expenditures exceeded
the receipts $22,500,000. The annual
report of the commissioner of customs
to the secretary of the treasury con¬
tains the statement that tho “under¬
mentioned districts and ports reported
no transactions” during the fiscal
year ended June 30, 1891. Jn
the appended list, aro the follow¬
ing: Annapolis, Md. ; Apalachicola,
Fla.; Atlanta, Ga. ; lioa.ufort, H. C'.;
Brunswick, Ga.; Chattanooga, Tenn.;

collectors either receive a stated salary
or fee compensation.
General Schofield's Report.
Major General Schofield, general
in-chief of the army, has made to the
secretary of war his report on the op¬
erations of the army during the past
year. The report is of peculiar in¬
terest, both on account of the fact that
in it General Schofield, who has been
at the head of the army since the
death of General Sheridan, announces
his retirement next year, nnd from the
fact that it is principally devoted to
the discussion of the necessity of
srengtheuing the military arm of
the government to cope with inter¬
nal disorder as well as with possible
danger from without, particular refer¬
ence being made to the Debs strike.
Genpral Schofield is a politician as
well os a soldier, and at considerable
length he discusses tins subject from a
political os well as from a military
point of view. He says the prompt
and vigorous action of the troops in
all cases, nnd the great forbearance
manifested by them when subjected to
all sorts of insults and indignities, de¬
signed to provoke retaliation, were
worthy of the very highest commen¬
dation.
Bonds Not Subject to Tax.
Felix A. Keever, the solicitor of the
treasury, has rendt red a deeison which

nomination. According to Mr. Reeves
any county has a right to issue bonds
when not in contravention to the con
stitution of the state. As to the state
bnuk tax of 1875, Mr. Reeves says that
the word “county” is not enumerated
among the corporations, persons, firm,
association, state bank or state banking
associations, and, therefore, couuty
bonds are not subject to the 10 per
cent tax.

their awag they started the locomotive
off at a rapid rate of speed, alighting
themselves. On towards Washington
rumbled the engine with no one at the
throttle until it reached Guantieo,
which place is only thirty miles this
side of the national capital.
As soon as tho other train officials
realized what had happened, the nows
of the fiying locomotive was telegrnph
ed ahead and a number of cars were
rolled upon the track at Guantieo to
stop the eugiuo nnd probably prevent
loss of life as well as property. The
engine crashed into the ears demolish¬
ing them ami playing havoc with itself.
Tho messengers, according to reports
received, were uot hurt. They were
B. F. Crutchfield and H. Murray, both
of Richmond. The safe in the express
car was not blown open. One of the
messengers was carried up the road
and commanded to open the casket of
treasure which iio did in compliance to
the dictates of half a dozen pistols.
There wore seven robbers in tho gang.
The express messenger said that tho
safe contained $150,000. The robbers
secured this and all of the express
packages containing money, It is
thought this amouut will foot up to
about $180,000.

A Dank Goes Under,
j The Buffalo County, Neb., National
1 bank closed its doors Friday. The
closing was caused by a 819,000 judg¬
ment against the Hands clothing bouse,
in which the bank was interested, and
a couple of directors demanding their
deposits. The Hands clothing house
was closed at the same time, but no
other business houses have been affect¬
ed so far as known. The assets and
liabilities ar c not vet known.
I’i.-aded Guilty of Embezzlement.
Cashier Buchanan, of the Konora,
Texas, bank, pleaded guilty Friday
morning iu the United Htates court of
embezzlement from the United Htates
postoffice and was sentenced to eight
teen months in the penitentiary. He,
with his brother, the president of tho
hank, and his deputy postmaster,
raised $3,000 on fictitious postoffico
money orders.
