peace overtures are blocked by tbe
refusal of Pino Guerra, insurgent
leaner in Pinar del Rio province, to
enter into any arrangement for an
armistice. Guerra's answer to the gov¬
ernment’s announcement of its readi¬
ness'to grant a ten days’ armistice is
the blowing up of two bridges on the
Western railway with dynamite, the
cutting of railway communication be¬
yond Pinar del Rio City and an at¬
tack on the town of San Juan de
Martinez.
Guerra Isas formally notified General
Menocal’s emissary that he would not
accept the armistice, and that he
would notify the revolutionary com¬
mittee in Havana that he would not
cease hostilities unless the govern¬
ment promised to annul the elections
of last December.
All regard the blowing up of an
English company’s railroad bridges
as a serious matter, and likely to in¬
vite international action by Great
Britain.

Third Hanging Within Three Months is Pull¬
ed Olt at Americas, Ga.
Jonas Hicks, the negro who mur¬
dered Jarrett K. Davis, a prominent
farmer near Americus in April, when
Davis sought to prevent a difficulty be¬
tween Hicks and another negro upon
his plantation, was hanged at Ameri¬
cus, Ga., Friday. Hicks expressed re¬
gret as having committee the crime.
Hicks is the third negro hanged in
Americus within three montlib.

What “Makes” a Man.
The college that a famous man had ;
been graduated from is very likely to j
claim all the credit for his dlstin-1
guished character and achievements.;

diploma. If the colleges of fifty years
ago were such inefficient places of
learning and mind training as Charles
Francis Adams avows them to have
been, a difficult problem arises in
awarding to them just the proper
amount of credit, for their celebrated
alumni. But however good or bad a
college may be at a certain time, it
is sure to turn out some one who
makes more or less of an impression
upon the world in his after life. Did
the college “make” him? It is to be
feared that some of the credit for a
great career must be awarded to the
man’s grand fathers, grandmothers,
and even his father and mother, then
a little more to his training at home
in the early plastic period down
through adolescence, and still a little
mare to the other schools that helped
to develop him, and finally a good
round bit to the never-ending drill
that he acquired away from books in
the hurly-burley of life itself. What
credit is left may be awarded to the
modest institution where the great
man spent four short years out of his
sixty or seventy. Really, this is not
detracting from the credit due to a
college for a great alumnus; it is
merely a protest against the college
taking all, as so often happens on
commencement day, and at alumni
diners.—Springfield Republican.
How Say “Longest Resident?”
The poverty of the English lan¬
guage is exemplified by a circular
which is making the rounds of a su¬
burb and inviting subscriptions to a
testimonial to the station master. It
comes from one who styles himself
“the longest resident,’ ’the sad physi¬
cal fact being that he is probably
the shortest, although in bulk and
rotundity he makes up for the inches
he lacks in height. Here is a case
in which the very clumsiness of the
German language would be an inesti¬
mable help, for then this gentleman
could quite correctly describe him¬
self “the fort-the-longest-time here-in
residing,” or even, perhaps, “the for
t.he-liiongest - time*- berin -iresidingeist!’
individual. Those compound adjec¬
tives of the Teutons may be awkward
but they express what the uses means
and insure accuracy.—London Chron¬
