importance in any community as
the protection and building up of

DELEGATE WILCOX.
The charges brought against
Delegate Wilcox of Hawaii are, if
well founded, very serious in their
natfirc. The allegation that he is
a bigamist• is alone sufficient, ii'
proven, to exclude him from Con
gress. It was bigamy that drove
Roberts back to Utah. But t he
charge of treason, if sustained by
conclusive evidence, must make
hiiu a prisoner trt jjjho government
in which he seeks to participate.
Thee‘urges will be throughly in
vestigated.
Wilcox is an adventurer. He
cast his lot with the Royal family
of the Sandwich islands not be
cause of his conv'ctions of the
justness of their cause, but as a
soldier of fortune. Ho married a
princess to further his fortune.
When the interest of civilization
decreed the overthrow' of royalty
in those islands he naturally be
came t lie enemy of our Govern
ment, though lie would as quickly
have become its friend if he could
have discovered great or opportuni
ties for the gratification of his
ambition. As naturally did he
become the ally of the Philip
pines ufter the United States un
dertook to exercise its rightful
authority over them, for between
the cause of Hawaiian royalty and
Philippine rebellion against Amer
ican authoritv there was some
bond of sympathy. Unpunished
for his offenses, if in fact com
mitted, he will only seek further
opportunity for removing obstac
les to the realization of his uu
scrupulous ambition.
If Wilcox is guilty ns charged,
ho must bo made an example to
the many other ambitious recruits
to the population of the Nation.

Lieutenant Brewer’s death was an
exhibition of atrocity the like of
which would be hard to duplicate
anywhere but in the Orient. Lieu
tenant Brewer and a private of the
regiment were on their way to Ma
nila heaving a report to headquarters
there. Brewer’s escort was snot.
Brewer himself was carded away
and put-to death by starvation—hiv
ing, in tact, been buried to Ids neck
wjth a dish of food near las face, but
beyond his reach. When his body
was exhumed it was found that his
hands had been bound to his side
and his feet tied together. In this
awful position, with death’s torture
aggravated bv the sight of the food,
wa* left to starve, ^
The facts surrounding the death
of Lieutenant Brewer were learned
through the confession of one the
men arrested for the murder of En
gineer Wilson—and who, with his
seven companions, confessed to hav
ing killed and robbed Mr. Wilson,
and incidentally confessed the mur
der of Lieutenant Brower. The con
fession implicates several other per
sons and the date fixed for the exe
cution of these men has been post
poned m the hope that the others
may he apprehended.—Pennsylvania

in the whole dominion for the year
1899, and only ‘271 during the last
30 years. Prince Edward Island,
with a population of 100 , 000 , has
not granted a divorce in thirty years.
One of our states will grant more
divorces in a year than llns territory
representing a population of nearly
five millions, has granted in years.
It is humiliating indeed and is grow
ing worse all the time.
