New library card available
during “Love Your Library” month
The month of February is “Love
Your Library” month. Beginning
Tuesday, Feb. 4, all residents,
including current library card-hold
ers, are invited to come to the
library and receive a newly
designed library card. The new card
comes in two sizes - the familiar
credit card size and a smaller card,
designed to fit easily on a key ring.
The kick-off celebration on Feb. 4
will be held from 2:30-4:30 and will
include balloons for the children,
freebies for the children and a visit
from the “Cat in the Hat.” These
new cards are brightly colored and
easy to find in a crowded wallet or
purse.
Residents who do not have a
library card are invited to sign up
during this special time. The one
item that gives you access to nearly
everything on the Web and in print
and provides personal assistance to
help you find what you’re looking
for is your library card. The Pickens
County Library is available to you
seven days a week. All you need to
take library materials home is a
library card - a FREE library card!
The library card is the most impor
tant school supply of all. Studies
show that children who are read to
in the home and who use the library
perform better in school and are
more likely to continue to use the
library as a source of lifetime learn
ing.
Libraries today offer more than
just books - they have computers,
Internet access and more. The Pick
ens County Library has exhibits,
special programs, story hours, com
puter workshops and other interests.

Teams forming up for 4th Annual
Marble Capital Adult Spelling Bee

Some of the buzzing you hear
around town these days comes
from adults forming teams to com
pete in the 4th Annual Marble Cap
ital Adult Spelling Bee. The 2003
contest will be held at 7 p.m. Feb
ruary 18 at Jasper Middle School.
Last year’s winning team from
Jasper Lions Club outspelled 12
other teams to win the third annual
contest sponsored by the Pickens
County Progress and the Certified
Literate Community Program
(CLCP). Needless to say, the Lions
team will be spelling hard to keep
the trophy. Leslie Miller will be the
pronouncer this year.
The competition is open to
teams of four that can be made up
of bankers, educators, corporate
executives, church leaders, musi
cians, hospital workers, civic club
members and any other groups
ready to help support the literacy
program in the county. Don’t
expect a boring evening when you
come, the contest is exciting and
you may be surprised at how much
fun a spelling contest can be. And
that trophy will impress people
who think only educators can spell!

teams ($100 for a team of four) and
offering ads to be used in the pro
gram brochure.
Proceeds from the contest will
provide funding for the Pickens
County Certified Literate Commu
nity Program. CLCP’s purpose is to
promote and foster increased edu
cation in our county through teach
ing of, and aid to, non-readers,
beginning readers, those whose
native language is not English and
those who need basic adult educa
tion and/or GED preparation. The
primary goal is to assist in provid
ing literacy services to at least
2,400 adults over a period of 10
years.

the Adult Literacy Program at
Appalachian Technical College

reading, math, English and prepara
tion to take the GED test is avail
able. CLCP seeks volunteer literacy
tutors, serves as a community-wide
informational resource for adult lit
eracy efforts. CLCP will pay the $55
GED test fee for students if they are
enrolled in the GED program at the
Center at Appalachian Tech and if
they meet certain other require
ments.
The new policies governing GED
testing are such that the Adult Liter
acy Program has only enough
administrative funding to give 15
tests at a time. CLCP now provides
funding to double the number of
tests that can be given at a time
thereby increasing the opportunities
for students to receive their GED
credentials. CLCP is also purchas
ing special software for the pro
gram.

REQUEST FOR PROPOSAL
The Coosa Valley Regional Development Center is issuing a "Request for
Proposal" (RFP) to provide Youth Success Academy Program services funded under
Workforce Investment Act (WIA). Services are to be provided for the following
Northwest Georgia counties: Bartow, Catoosa, Chattooga, Dade, Fannin, Floyd,
Gilmer, Gordon, Haralson, Murray, Pickens, Paulding, Polk, Walker, and Whitfield.
The Coosa Valley/North Georgia Council of Chief Elected Officials has select
ed the Coosa Valley Regional Development Center as the Grant Sub-Recipient for
Workforce Investment funds.
This program may begin April 1, 2003 and end June 30, 2004. An estimated
$750,000-$800,000 is available to serve approximately 275-325 youth in the Youth
Success Academy Program. Selected contracts may be negotiated on a cost reim
bursement basis for governmental and private non-profit organizations and fixed
unit performance based for private for-profit organizations.
A Bidder's Conference will be held on Friday, January 31,2003 at 10:00 a.m. in
the Conference Room of the Coosa Valley Regional Development Center, #1
Jackson Hill Drive, Rome, Georgia. Technical assistance in the proposal process
will be provided only at the Bidder's Conference. A copy of each question/answer
from the Bidder’s Conference will be available upon written request.
The RFP will not be available until January 31,2003. The RFP may be picked
up at the Bidder's Conference; received by mail (if you have previously requested
to receive the Youth RFP and are on the Bidder's List) or downloaded from
www.careerdepot.org (click on Workforce Investment Act). To obtain proposal for
mat, all others may either write: WIA Section, Coosa Valley Regional Development
Center, P.O. Box 1793, Rome, Georgia 30162-1793 or FAX request to the WIA
Section at (706) 802-5567. All request for proposal formats, including FAXs, should
be received by February 14,2003 to allow for processing. Requests for proposal for
mats by telephone (except FAX) will not be accepted.
Deadline to submit a proposal is 4:30 P.M., Wednesday, February 24, 2003.
Local educational agencies, community-based organizations, small, minority
and/or women’s businesses are encouraged to apply. The Coosa Valley Regional
Development Center reserves the right to reject any and all proposals. Funding is
contingent upon the availability of federal funds.
