PERSONAL PROPERTY
Pursuant to O.C.G.A. §
9-16-1 et. seq., any party
claiming an interest in the
following property is hereby
notified that the following
property was seized by
the undersigned agency
in Lamar County, Georgia:
SEVEN THOUSAND DOL
LARS ($7,000.00) IN UNITED
STATES CURRENCY.
Conduct giving such
rise to said seizure was as
follows: On August 6, 2021,
Sgt. Brandon Goins of the
Lamar County Sheriff’s Of
fice was monitoring traffic
on Interstate 75 in Lamar
County when he noticed a
2021 Nissan Rogue following
another vehicle too closely.
He performed a traffic stop
on the Rogue, which was be
ing driven by Shemar Jam-
merion Thorpe. Mr. Thorpe
did not have a driver’s
license or any identification
on his person at that time.
While speaking with Mr.
Thorpe, Sgt. Goins could
smell the odor of marijuana
emanating from within the
vehicle and could see what
he suspected to be pieces
of marijuana on the center
console of the vehicle. Sgt.
Goins explained why Mr.
Thorpe was stopped and
also told Mr. Thorpe that
he could smell marijuana
and see it in the vehicle. Mr.
Thorpe stated that he had
smoked marijuana before
driving and that there was
a small amount inside of
the vehicle in the center
console. Mr. Thorpe also
removed a quantity of mari
juana from his pants pocket
and gave it to Sgt. Goins.
He also told Sgt. Goins that
there was a gun under the
driver’s seat. At that time,
Sgt. Goins conducted a
probable cause search of
the vehicle. A large bundle
of cash was found on the
passenger seat. The cash
was packaged in banded
bundles consistent with that
used in drug transactions.
It totaled $7,000.00. Under
the currency was additional
marijuana in a pouch. Also
found in the vehicle was an
open box of plastic baggies.
These baggies are consis
tent with baggies used to
package illegal narcotics
for sale. More marijuana,
packaged in pouches, was
found under the driver’s
seat along with a Glock .40
caliber pistol (serial number
PLZ151). A check of the
firearm determined that it
had been stolen from Bibb
County, Georgia, in Septem
ber of 2019. The currency
was ultimately seized by
Sgt. Goins in Lamar County
on August 6, 2021. The
Defendant was charged with
Theft by Receiving Stolen
Property, Possession of
Marijuana with Intent to Dis
tribute, and Possession of a
Firearm during the Commis
sion of a Crime. The Defen
dant has a criminal history
involving felony charges for
Possession of Methamphet-
amine (Bibb County, 2018)
and Possession of Marijuana
(Monroe County, 2019).
Claimants who may have
an interest in said property
are SHEMAR JAMMERION
THORPE. Said property was
used in violation of O.C.G.A.
§ 9-16-1 et. seq., and 16-13-49
et. seq. in that the item(s)
was/were used to facilitate
the possession, sale, and
distribution of controlled
substances and/or mari
juana and/or are proceeds
derived or realized there
from and that said item was
used directly or indirectly
used or intended for use in
any manner to facilitate a
violation of O.C.G.A. Title
16, or of the laws of the
United States or of any
State relating to marijuana/
controlled substance which
is punishable by imprison
ment of more than one year,
and or said property was
found in close proximity to
controlled substances and/
or marijuana.

rise to said seizure was
as follows: At 8:20 pm on
Monday, August 16, 2021,
Deputy William Holt of the
Lamar County Sheriff’s Of
fice conducted a traffic stop
on a vehicle driven by Salim
Cisse on Georgia Highway 7
for speeding. While speak
ing with Mr. Cisse, Deputy
Holt could smell the odor
of marijuana coming from
inside of the vehicle. Mr.
Cisse told the deputy that
there was a firearm and
an amount of marijuana in
the vehicle. When another
officer arrived on the scene,
Deputy Holt conducted a
probable cause search of
the vehicle. Between the
front seat and the center
console was found a Spring-
field Armory AR-15 firearm
(serial number 417540),
which was fully loaded. He
also found suspected mari
juana cigarettes in the ash
tray. In the back seat was
found a back pack, which
contained multiple packag
es of pre-packaged suspect
ed marijuana. The manner
in which the marijuana was
packaged is consistent with
how marijuana is packaged
for drug transactions. Mr.
Cisse was arrested and
searched. Additionally,
on his person was found
$4,228.00 in cash. During the
traffic stop, Mr. Cisse’s cell
phone was receiving text
messages which contained
language that led the depu
ties to believe that Mr. Cisse
was participating in drug
transactions. The cell phone
was seized and the infor
mation on the cell phone
was viewed. Photographs
on the phone displayed
bags of marijuana and text
messages referenced drug
transactions. The cash and
firearm were ultimately
seized by Deputy Holt in
Lamar County on August 16,
2021. The Defendant was
charged with Possession
of Marijuana (greater than
one ounce), Possession of
Marijuana with Intent to Dis
tribute, and Possession of a
Firearm during the Commis
sion of a Crime.
Claimants who may have
an interest in said property
are SALIM CISSE. Said prop
erty was used in violation
of O.C.G.A. § 9-16-1 et. seq.,
and 16-13-49 et. seq. in that
