recognized by school board

Two notable programs
available to students
at Lamar County High
School were recognized as
“Industry Certified” at the
September meeting of the
board of education.
The Audio-Video Tech
and Film program, led by
Carol Parrish, received
the honor after industry
judges evaluated the
program for several years
and awarded the coveted
designation. “We are so
excited to be industry
certified,” Parrish said.
“Our students and faculty
advisors worked hard for
this honor, which enables
students to enjoy a head
start on future AVTF stud
ies.”

dustry Certification. Both
teachers were honored at
the meeting with banners
announcing the awards.
The board approved
multiple facility projects
and legal requirements.
Procedures were ap
proved for credit cards,
investments, leases, and
audit recommendations.
Tennis court resurfacing
was approved at a cost of
$62,500. Superintendent
Dr. Jute Wilson said his
personal visit showed
cracks, uneven surfaces
and many other problems,
but the nets and structure
are in good shape. The
resurfacing company,
Hellas Construction, also
will erect a sign designat
ing “LC Trojans” when the
project is done.
The board agreed to
ask legislators to support
a referendum to continue
the tax exemption for se
nior citizens and approved
a local board training plan
for 2023-24. Other approv
als included the CTAE
budget for 2024-25, Lamar
County schools calendar,
and LCS board meeting
dates for 2024-25, and a
consent agenda covering
three uses of facilities, 13
fundraisers, three field
trips, eight recommenda
tions for positions, four
resignations, two retire
ments and three medical
leaves.
From a state funding
source known as ESSER,
Elementary and Second
ary Schools Emergency
Relief, the board approved
a retirement stipend for
employees for those who
worked after the Aug. 14
meeting, at $1,000 each.
Wilson reported that
the system is “now fully
staffed and ready for the
next school year.” An
executive session was
held after the meeting to
handle a student disci
pline appeal and a person
nel issue.

REQUEST FOR QUALIFICATIONS AND PROPOSALS
GRANT WRITING/ADMINISTRATIVE & RELATED GRANT SERVICES
Date: September 19, 2023
Statements of qualifications and proposals are being requested from consul
tants with a strong record in successfully assisting local governments with the
implementation of Federally Assisted Projects. Responding firms should be
qualified to provide grant writing, grant administration, and related services for
projects utilizing federal funds.
Plans are to contract, within a year from the date of this notice, with a reputable
consulting firm for grant writing and administration services for Federally Fund
ed Projects related to community and economic development. This procure
ment could include Community Development Block Grants (CDBG), Redevelop
ment Fund Projects (RDF), Community Housing Improvement Program (CHIP),
Home Investment Partnerships Program (HOME), Employment Incentive
Program (EIP) Projects, Economic Development Administration (EDA) Projects,
and any other federally funded project in compliance with 24 CFR 570.489(g).
Responding firms should be qualified to provide grant administration and relat
ed services including, but not limited to: Preparation of the grant application;
Preparation of the Environmental Review Record; Preparation of draw/disburse
ment requests; Assistance with financial administration of grant funds and re
cord keeping; Assistance with holding public hearings; Assistance with funding
agency monitoring visits; Assistance with any required acquisition following the
Uniform Relocation Assistance and Real Property Acquisition Act (URA); Assist
ing the engineer with preparation of bid documents, advertising and conducting
the bid opening; Assisting the City with Davis-Bacon and related labor require
ments including weekly payroll review and employee interviews; Assisting the
City with meeting Affirmatively Furthering Fair Housing (AFFH) requirements;
and Preparation of close-out documents. This procurement action may also
lead to additional project contracts and/or contract addendums for planning, ad
ministrative and other related services, for State and Federally funded projects.
This is not a request for retainer services. Immediate plans call for services to
assist with the preparation and administration of a 2024 CDBG project. All firms
submitting will be re-considered, on a project-by-project basis, should future
federally funded opportunities arise in the next 24-month period from date of
this notice.
Information which should be submitted for our evaluation is as follows:
1) History of firm and resources
2) Federal Funds Grant Writing & Administration Experience, including
HUD, EDA, etc.
3) Key personnel/qualifications
4) Current workload
5) Scope and level of service proposed
6) Experience with similar projects and list of references
7) Fees associated with Grant Writing and Administration - percentage for
administration is acceptable.
8) Statement of Qualifications Form
9) Section 3 Certification Form for HUD assisted projects, if claiming
Section 3 Status
The immediate project is subject to Federal and State contract provisions
prescribed by the Georgia Department of Community Affairs/and or other
federal agencies listed above. The immediate project is covered under the
requirements of Section 3 of the HUD Act of 1968, as amended and Section 3
Business Concerns are encouraged to apply. Future federal projects may not
require Section 3 compliance.
The City of Barnesville also abides by the following laws as they pertain to HUD
Assisted Projects: Title VI of the Civil Rights Act of 1964; Section 109 of the
HCD Act of 1974, Title 1; Title VII of the Civil Rights Act of 1968 (Fair Housing
Act); Section 104(b)(2) of the Housing and Community Development Act of
1974; Section 504 of the Rehabilitation Act of 1973 as amended; Title II of the
Americans with Disabilities Act of 1990 (ADA); and the Architectural Barriers Act
of 1968.
Interested parties should request copies of the Statement of Qualifications
Form and Section 3 Certification Form prior to preparing and submitting their
proposal. Proposals should be received no later than 4:30 PM on October 23,
2023. Proposals received after the above date and time may not be consid
ered. We reserve the right to accept or reject any and all proposals and to
waive informalities in the proposal process. Questions and proposal packages

Two-month-old Isaiah Jones, of Milner, recently joined 500
other registered children in Lamar County when he received
his first monthly books from Ferst Readers of Lamar County.
Isaiah is the son of Maryana and Jonathan Jones and the
grandson of Ryan and Amy Christopher, a Ferst Reader board
member.

Two-month-old Isaiah

monthly books from Ferst
Readers of Lamar County.
Ferst Readers was
founded in 1999 to ad
dress the growing problem
of children, many from
low-income communities,
entering kindergarten
without basic early literacy
skills and school readiness.
The non-profit organization
promotes early childhood
literacy and education by
providing free, age-appro
priate books to children
from birth to five years old
and empowering parents
with resources supporting
them as their child’s first
teacher.
“We believe every child
deserves the opportunity to
explore the world through
books. Ferst Readers is
dedicated to making this
vision a reality by ensur
ing children have access to
books and literacy resourc
es right from the start,” says
Amy Christopher.
Since 2007, Ferst Readers
of Lamar County has mailed
over 120,000 books to
children in Lamar County,
thanks to the generous
donations from individuals
and businesses in the com
munity.

neering Firms with a strong record in successfully assisting local governments
with the preliminary report, final design, and construction administration of
Federally Assisted Projects. Responding firms should be qualified to provide a
Preliminary Engineering Report (PER), design, and construction administration
services for projects utilizing federal funds.
Plans are to contract, within a year from the date of this notice, a reputable
Engineering Firm for Preliminary Report, Design and Construction Administra
tion services for Federally Funded Projects related to community and economic

ronmental Facilities Authority (GEFA) Projects, Economic Development Admin
istration (EDA) Projects, and any other federally funded project in compliance

Report (PER), design, and construction administration services for State and
