It is a question of expediency purb
and simple. And yet, it cannot be
intelligently determined without the
recognition of some underlying prin
ciples and existing facts. Iu it theie

careless use of language and the fail

has any thing to do with the value, J

money. A dollar may purchase one
bushel of wheat to-day aud two bush
els next June. The dollar is the ■
sain*, but its purchasing power has
been changed by conditions entirely
ajiart from, its coinage or legal ten
der quality.
“Money” and “currency” are con- |

vertible terms but they aie entirely f

There is to-day iu the United
States no real money except gold
coin—silver coin is an anomaly, a
sort of homaphrodite-—half money,
half currency—growing out of an at -
tempt to remedy iu an alleged mis
take iu legislation by a eomjiromise
which was in violation of a business
principle: i
Greenbacks issued to carry ou the
war.
Treasury notes issued to pay for
silver bullion bought.
Stiver certificates issued as a mat
ter of convenience in lieu of silver
dollars deposited in the U. S. Treas
ury.
National Bank notes, the promis
es of Banks guaranteed by the cred
it of the government, are all curren
cy, tuero evidences of debt which the
government owes aud promises to
pay to the bearer ou demand, and
which circulate as aud perform the
functions of money because of the
faith which the people have in
the ability and willingness of the
government to redeem its promise
when called on.
It is true that under pressure of
necessity and to carry ou the war the
government made its “greenback'’
promises a legal tender, and the pow
er of the government aud patriotism
of the people combined caused it t •
be accepted as money with the dis
tinct understanding that at somo fu
tore time they would be paid in
mouey, and for llie third or fourth
time Mr. Ole.eland’s administration
has sold United Statos bonds for
gold to redeem them.
But it has uever claimed the p >w
er to make money notes. National
Bank notes, or silver certificates a
legal tender—or to call them mouey.
Now what are you goiug to do
about it ? Go aud hear Crisp and
Smith and determine as democrats
aud dispassionately that wbicti we
think is just, aud submit cheerfully
to the will of the majority.
The nation will survhe any solu
tion of the problem aud in the eud
time will, under God’s providence,
rectify nil wrongs.
