from tne committee on foreign affairs,
reported hack without recommendation,
the hill making appropriations to enable
the secretary of the treasury to enforce
the provisions of the Geary act, and it
was referred to the committee on appro
priations.
Mr. Peffer offered a resolution for the
appointment of a committee of three
senators to ascertain what legislation is
needed to improve the hanking system
so that financial panics may l>e avoided,
a better circulation of currency secured,
and the safety of depositors assured.

Mr. Butler took the floor. He said that
the action of the senate on the hill so far
was inconsistent with its dignity. There
was a disposition to hurry it through
without regard to its seriousness or the
rights of the minority. The minority
would not submit to l>e coerced by any
body. He wanted the senators to

mail matter were handled in his office.
Of these 39.017 contained altogether
$42,004 in money, 30.490 contained drafts,

contained postal notes for $5,418. There
were restored to owners 17,510 letters
containing $29,231 in money, 28,688 con
taining drafts, etc., representing $2,150,-
243, and 8,485 containing postal notes
for $4,9*18.

from ex-Senator Farwell,jof Illinois, rec
ommending as needed financial reforms
that the government take up all of its
greenbacks, repeal the subtreasury act,
foster the national banks, make silver
dollars legal tender to only a limited
amount and permit free coinage.
Mr. Farwell would permit national
banks to issue notes to the par value of
bonds deposited, iuqxjse on national
bank circulation only a tax sufficient to
pay for the printing of bank notes and
refund the bonded debt in 100-year 2 per
cent bonds.
