vision relative to taxation. There is a

manufacturing and other companies,
whose charters being mere permits to

conciliation, I shall in future, as in the
past, favor the administration of the af
fairs of the Democratic Party upon a

These should be admitted to the coun
cils of the party without embarrassing
conditions, and with a .full assurance
that a reunited democracy means for all
the people such an administration of the
State's affairs as will afford complete
protection to life, iiberty and property,
and the pursuit of happiness, to every
person within her borders.
. It Is impracticable within the reason
able limits which should govern the
character ot this announcement to do
able share of the burdens of taxation.
Such faxes, when added to those derived
from property which has heretofore ea
caped taxation b cause of the imper
fection* in the law, which may be rerne*
died by a few amendments, would yield
sufficient income to authorize a material
reduction of tb<» present tax rate.
LIMITED TAX RATE.
If elected I would endeavor to give
the careful ani economical administra
tion demanded by the financial condi
tion of the people and of the State, and

a limit to the amount which the citizens

proper that I should briefly outline my

PUBLIC SCHOOLS/
The public school laws need revision
so as to make oar common scb'«l system
mhre effective. Considering the irregu
larity with which the teachers are paid,
i tU rnuurkabie ilmt the »yatem lias
worked so' well. I favor such legislation
as may be necessary Co insure the teach
ers receiving their salaries promptly each
month. It is a reproach that these
faithful servants should so long snd so
continuously ke kept out of their justly
earned dues.
EDUCATIONAL ENDOWMENTS.
1 favor an amendment to the Consti
tution extending the tax exemption so
as to include the endowment of educa
tional institutions, where the fund is
not so invested as to come in competi
tion with the business and commercial
interests of other citizens. This was
the policy of the State prior to 1877,
and in the interest of the higher edu
cation of the white children of Georgia
as well as in justice to these institu
tions, we should return to tjje same
policy. This State has no greater
need to impose such taxation now
than then. These struggling institu
tions are now far more needful of this
small meed of fostering care than they
formerly were, as there has been
material reduction in tuition fees and
also in the annual returns from such
property as that in which endowment
funds are usually invested.
INSPECTION FEES.
The fees for the inspection of fertl
iizers are paid under the operation of
Jaw intended to pfevent imposition
a-the farmers of the State. Tills is,
in effect, a tax upon the agricultural
interests. Therefore the surplus
arising from this source should be
used for the welfare of the farming
class in the establishment of agricul
tural schools, agricultural stations,

pose for the special benefit of the far
mers of Georgia.
PENSIONS.
In the past twenty years three sepa
rate and distinct constitutional
amendments on the subject of pen
sions baye been submitted to the pop
ular vote, and, In grateful recognition
of the patriotic services of the Con
federate soldier, these amendments
have been adopted by large majori
ties. I favor such legislation as will
secure a pension to deserving veterans
and widows of Confederate soldiers,
and thus carry ont the directions
given by the sovereign people of the
State.
LABOR AND CAPITAL.
1 believe that laws should be so en
acted and administered as to afford
equal and exact justice to labor and
capital alike, We should protect and
foster the interests which are already
here, and encourage the establishment
of new enterprises, thereby affording
larger and more extended fields of In
dustry for our citizen*.
TBK LIQUOR QUESTION,
a member of the General As
sembly of 2884*5, I supported and
voted for the bill giving to the people
of the several counties In this State
the right to prohibit the sale of
spirituous liquors in tbeir respective
counties Under the provisions of this
law the sate of liquor has been for
bidden In more than one hundred
counties of the State. I still favor
this law as just, salutary and demo
cratic Id it* provisions. At the same
time I recognize the right of the
people, U it is their will, to go farther
and prohibit such sale* within the
limits of the State. Should they do so
no Governor elected by tbeir vote*
could consistently ns* the veto power
to render tbeir will nugatory. I would
not.
