The following telegram haa been
lent by President Thomae Palma to
the Atlanta Conatitution:
Havana, May SO.— Eiltor Constitu
tion: It la impoaalble to predict what
the future will bring forth, but it la in
evitable a people that haa for fifty
yaara the alogle Idea of independent
government; that haa sacrificed life
and poeetalons and health; that haa
given fathera and brothers to the
country, will naturally strive earnestly
to make it government a success. Mis
takes will be made—perhape many—
but one only learns by experience. A
people can never learn self-govern
ment without the opportunity to prac
tice It. A child has many falls before
it walks, and we must sometimes fall
that we may walk alone. The salva
tion of our country is work and econ
omy. IVe must talk but little, try to
harmonize factions and maintain close
relations with the generous nation to
whom we owe this great day, after
unselfish, persistent work and trne
patriotism.

SL Augustine, Fla, May 21.—Almost
continuous shocks, presumably of
earthquake, were felt' hero from 9
until midnight last night
The earthquake waa accompanied by
a succesaion of short but decisive re*
porta like distant cannonading, seem
ingly from far out at sea. The sounds
were unlike thunder, hating no rever
berating roll, and were accompanied
by decided tremors, while the sky in
the southeast waa suffused with ft
glow.
The reporta came at ioteryftlaof per

to the subterranean noises accompa
