"Foreignerx tell v» that we Amer
ica na are juit about the moet waste
ful people on the face of the round
earth," aaid a stamp clerk in an up
town branch postal station the other
dajr, "and 1 pass that ia about the
caae. 2 know it'a ao, if we waate
other thing* the way we do atampe.
"Considering American instinct for
the aequirement of dollars,' dad the
faet that stamps are aa food as
money in this country, it Is bard to
undarstand Just why aueh a hufe
amount of money is literally thrown
away every year by waatinf atampa.
"Maybe you think I'm exaffferat-
lng the truth when I say hug* sums,
but that's just beeaus# you ara not
in a position 16 see what foes on.
Iftithar am I personally, but atampa
ara in my line, and I take pains to
ask the delivery superintendent and
tha receiving clerks a faw things oa-
eaaionally, and what they tall ma ia
astonishing.
"I don't think It can be saying too
much to say that tJnale dam is mush
more than a million dollars In pocket
every year aa the result of careless
ness in the use of atampa. The gov
ernment never loses anything by
such carelessness, and always gains,"
says a writer in the New York Times.
"How many do you put loose in a
drawer of your desk or in a corner
of your pocketbook or wallet and
never think of again until you coma
across them, aged and decrepit, while
rummaging about months later? Of
course nobody ever thinks of even
trying to redeem such atampa. They
couldn't if they tried It.
"I shouldn't wonder If you lost 20
cents' worth of atampa yourself In
this way every year. Now, the popu
lation of Greater New York is ap
proximately 3,500,000. Supposing that
the waste of the sort I am talking
about averaged 20 cents annually,
the total would he something like
9700,000 in Greater New York alone.
You may think this is putting it
pretty high, and perhaps it is, for of
course a good part of the population
of the city consists of children, and
then there are other classes who sel
dom use stamps, but it is pretty
plain that several hundreds of thou-
aanda of dollars are lost to Uncle
Bam in this city every year in
stamps that are paid for and never
used.
"Hot weather used to be responsi
ble for mors gain for the post office
department than any other one
cause. Stamps were ruined by the
thousand because the* guin melted,
and they stuck to one another.
"The little oiled paper books of
stamps that are sold now ami to*t
are getting to lie ao pnpulnr have
Interfered with this source of gov
ernmental revenue. They separate
the gummed edges so that they can
not stick together.
"Then there's another practice In
dulged In by many advertising and
business Arms that puts a good deal
of eoln Into Uncle flam's pocket in
tha course of every 12-month, and
that's the practire of sending out tin-
solicited letters asking for trade or
patronage of lume sort. These are
often accompanied by stamped and
addressed envelopes for a reply that
In the majority of cases ia navar
toads.
"I suppose, aa a matter of fact, not
one-tenth of them ever elicit replies.
Thus tha atamp that has been paid
for la not used and the government
It paid for work not done. A few
business houses that 1 know of col
lect such envelopee and redeem them
when they have got enough to make
It worth while to do thia. There are
thousands of reply postal carda, too,
* that ara never used.
"Lota of people are careless about
putting atampa on envelopes and pa
per wrappers. The result la that
often before the stamp has been can
celed It hae fallen off and the letter
la hahl up at the other end of the
Hne until postage is paid.
"A great many more folks put on
too much postage. They slap on two
flve-cent stamps to a package that
needs only one. They are too busy
or too Indolent to take the trouble
to find out whether a package re
quires live or tea-cent postage. It la
grossing how Ignorant well-edueatad
and Intelligent people often are
about aueh a common matter of In
formation aa tha postal rates for
different elaaees of matter. They
pay for their ignorance, too, and pay
well, altogether.
"Of course there ia no wag la
which to tell Just how much money
la wasted la these different ways,
but It must be plain after what I've
aaid that It'a a pretty big fortune
•very year. The beauty of It ia th»t
tha govern meat always gets the
beneCt of any mistakes. If too little
postage la pot on a letter Uncle Bam
almply holds it up until the differ-
•aae Is paid. If too muck It put on,
Uncle Sam almply pockets the excess
to which he la aot catlUad and aeys
