SEVENTH IN NAVAL STRENGTH,
ler Wh'tfield in Success,
the eve of the war Japan’s
he smallest of the seven
g navies of the world. The
f Russia, at that time, was
ir only to that of Great
jBritjin and of France. During
ussia spout on her fleet
overi $55,000,000, while Japan
for jpe whole of her navy ex-
d only about $11,000,000.
Consequently Russia laid out in
equipment nearly five
times as much as Japan, whose
naval fighting strength, at the
sing of hostilities, was only
halfithat of Italy. Aiexlff said:
The fleet of the island kingdom
is only an exotic which we will
le at the onset. ” In the
*y to impress Asia with her
it, Russia sent ponderous
looking iuen-of-war to tho far
East with too few mechanical
fMftigs, and with seamen who,
infif confession to me by a Rus
sian officer, were only “agricul-
tiijj.il laborers,” not only unused
iea life, but also uaversed in
' the simplest mechanical
knowledge. It was in this condi
tion l hat Japan found its enemy
when it opened las attack.
