OF GRAND JURY
MANY IMPROVEMENTS TO COUN
TY ARE 8UGGESTED.
"Ware Superior Court April Term 1909.
The Grand Jury empaneled and
sworn to serve at the April term of
Ware Superior Court, beg leave to
present the following general present
ments:
PUBLIC ROADS.
We find the Waresboro to;d has
been worked to the plantation of Hen
ry Turners but for n stretch of some
five miles to the Coffee county line
It is in very bad condition, travel over
this part, of th* road is very heavy and
it shc’hl have attention at an early
date.
The crossing of public road to Wal-
ertown where this road is crossed
by the tram road of the Cypress Mill
In Waycross, the Iron of tho tram road
Is so high above the crossing that ve
hicles cannot cross the rails without
great strain to the teams and we re
commend that the Commissioner at
once see that the flooring is so raised
that the wheels ol vehicles will
mount them without sliding and strain
ing the teams.
The road known as the Old 1 rain
road is reported in very bad condition
therre's no bridges over Suwannee und
Water Oak creeks and in high water
these streams are impassible, the road
needs attention and it is a much travel
ed road. The people who are paying
taxes are greatly dissatisfied at the
lack of attention to the repairs of this
road and the Commissioners should
jive It their early attention so that
the people who use It may have at
least a passible road for their urgent
needs.
In this connection there is urgent
need for a road to be blazed out from
Manor to the Big *’nnch School
House to connect at big creek school
house with the Old Train Bond, this
route before recommended by ;
( Grand Juries of this county, blit i-.s j
yet no attention has been paid to these
recommendations, wo now repeat the
I recommendation and call on the ccun-
I ty Commissioners to have this road
opened without further delay so that
I the people may have Its use until
such-time as the road may be graded,
it is greatly needed by a heavy travel
and this route would save at least
two miles In the route now used and
over a bad road.
The road from Millwood to Manor
is a rural Route for mail, and this road
we are Informed Is In great need of
repairs.
the old stage road has never, we are listed Report B.

The main public crossing of the A.
C. L. Ry Co., at Manor should be
widened and its steepness cut down,
it present this crossing is badly wash
ed and it is difficult to cross with
loaded teams, the approaches to this
crossing need filling in and lengthen
ing. The A. C. L. Ry. Co , should be
required to repair and improve this j ou * location of the same for^the uses
crossing. We recommend the working I co, inty.

We herewith attach the report of
ir committee on public buildings list-
I as report A.
In thU ednneeflion w«| Mosire to
urge upon the Commissioners the ad-
inability of securing the land sei
forth in the recommendation of this
committee, as we deem the purchase
of this land mceasat} to the pres-
t. and most certainly, of the future
•eds of the county, for the location
of the new jail, and the more commo
dious extension of shelters for the ve
hicles and teams of those who attend
court from the county, the preseni
accomodations being inadequate, the
purchase of this property would give
our county n most advantageous lo
cation for its public buildings and add
to the value of its present holdings, far
beyond the relative cost of the same.
If the purchase Is made the figures
quoted by the Committee may be re
duced several hundr-d dollars by al
lowing the owners to have the build
ings thereon and the county only pay
ing for the land. We recommend that
a committee of two, from thlH body ap
pointed. namely, C. M. Swe.U and V.
L. Stanton confer with the Commis
sioners in rvfefence to the purchase of
said property and to act with them
t advisory capacity. Our Commit
tee has prepared a plat of this proper-

mendation and shows the advantage-

We attach report of our book com- economy to build a new modcrl jail

of the Treasurers books and the true
status of the county's finances.
We have examined the system of
convict records of the South Georgia
Auditing Company, and its endorse- [purchase of land which they
merit bv the Prison Commission. We obligated to secure tor the location
rather than to remodel the old struc-

After due consideration we have
thought it but a fair return for the
benefits to acme to the county to re

We recommend tho adoption of tho
Automatic tax returns system as adopt
ed and in Use by Bibb county whereby
every piece of improved and unimprov
ed property in the county may be list
ed for taxation nnd by which system,
hlch we have exumined, the property
by district^ is listed by diagram und
under the system the properties of the t
county become Equalized for Taxtation
through the working of this system,
nnd we In convinced that if this
method ol taking the tax returns is
adopted, Me increase of taxable prop
erty will pay for the inauguration of
he system the first year, and Its
orking will reduce the tax rate ma
terially oil the individual tax payer
lias been demonstrated in other |
counties where it has been tried, we
(commend therefore that the Com-
.issloners investigate this system
thoroughly and if possible employ Mr.
C. Bucnnan, Jr., who is thorlugh-
ly conversant with the system; at n
lury to inaugurate it for Ware count 1
at it may bo ready for practical
application in 1910; as showing tho

of the taxable property In the county

eight nnd ten dollars, this con
dition places an ndo*»d burden upon
the citizen who returns his property at
conscientious tnjsiolo value, nnd
while we have hertofore exhaustively
called attention to these matters in
firmer General Presentments, no
remedy lias been provided and it Is
hlph time that we move actively in
the matter.

We heartily recommend the suggest-

this Court, In advising the Bonding
of the cofinty in the sum of $200,000.00
for school and road purposes and the
the Hcbard Cypress Company whose
plant is located in tin* county of Ware
and who Is erecting a plant of magnjfl-
cem tpy'opqrt Ions in our county at
whlcli they will cut the timber of the
commend JOkefenokee swamp, nnd wo calculate
that tin* Increase of property for tax
ation in the county will approximate
over two hundred thousand dollars
upon which the taxes will aggregate
a large annual increase to tho county't
Income, thus making the small dona
tion now reeomended a wise and judi
cious expenditure, in bchnlf of the
t.ix payers of the county. Tho citizens
of Waycross having contributed to
the purchase of said location for tho
Hebnrd enterprise, some three thous
and dollars.
We recommend tho appointment of
James It Bourne to succeed the late Dr
B. J. Smith as a member of the School
Board of Ware county.
Wo realize Hint in the observance
of the laws of God there always conies
people Tranquility of mind and
rest fill ness of heart, nnd in the ob
servance of the samo there remains
the promise of prosperity and the as
surance of happiness, for "Happy in
that people whose God is the Lord;”
therefore we call upon our people, of
good old Ware county, to walk In all
the wavs of law abiding citizens nnd
to frown upon any infraction of tho
laws of our land, for in this. Khali
we come to the place of pence, nnd
freedom from a PLETHORA of LITI
GATION which Is costing our county
great expense.
Especial do we retorate the admoni
tion of the Inst Grand Jury, That our
looped observe to keep holy tho SAB-
IATII DAY, abstaining from all so-
ular duties and from all secular am-
isements that tend to Its desecration,
or we aro constrained to believe that
the observance of this "One Day in
Sevent.” shall make for the Physical
Mental and Financial betterment of
our Citizenship: V
We recommend that our foreman,
V. L. Stanton and Clerk 8. T. Wright,
be paid ten dollars each as extra com
pensation for services rendered this
body*
We take pleasure In thanking Judge
A. Parker, for his able chnrgo to

We would recommend that a new
and modern jail after the plans and
and specifications furnished by the
Panlee Company, be erected at an
«?jrly date, for the reason that the pres
ent jail is inadequate to the proper
accommodation of the prisoners of the
county, and its limited accommoda
tions provides no seporatc or suffici
ent quarters for women prisoners and
tho crowded conditions that at. pres
ent exist, cannot be but unsanitary for
occupants. We would also recommend
that the idea of remodelling the pres
ent old jail would be, If carried out,
an Inexcusable' error, involving tho
county in a useless expense nnd
would not materially Improve the J
safety or sanitary conditions very
much, and In a very few years a new i
