•Recognizing that the cardinal prin

the protection of society, we pledge
ourselves to such ebaogeb in our
convict^ systems as will completely
eliminate any trafic in conrict labor,
and as far as possible place the States
convicts upon public works.”

Bibb, are having a good leal to tar
regarding Mr FeldeFs wjrk in the
lvegDlatnre to secure the enactment
of the pretic-nt convict law. as a result
of which the old lease system was
broken up and the convicts were put
to wor< on the public roads.
Mr Felder and bis colleagues In

for their service In so worthy a

public that. Mr. Felder was not the
original champion of the prison re
form in Georgia. Tin- first measure

accurately, the elimination of many

State for eleven years.
On the day following the adjourn
ment of the State Convention of l&oS
Gov. Smith sent to the Legislature a
message In which only brief reference
was made to the convict question, as
follows:
"I regret that I am no? in a position
to point out the proper plan for hano-
ling convicts w'aich would prevent
competition with free labor and bring
to their confinement a wholesome ef
fort to reform as well as to puaUb
