THE NEW JAPANESE TREATY.
In submitting to t ie senate only
ten days beforo the expiration of con
gress a revision of the treaty of com
merce and friendship with Japan,
says the Chattanooga Times. Presi
dent Taft seems to hint that tho up-

p ished. But unlike the Canadian ar
rangement. the Japanese treaty is
voluminous and requt.es th * closest
study. It has been known for some
time that Japan is insisting on a re
vision of the Gresham-Kurlno treaty
and the culmination of out* recogni
tion of our right to exclude Japanese
subjects, and that P esldent Taft was t
disposed to accede to this demand.
It was not known generally, how-1
ever, that the negotiations had been j
concluded. Many we item senators
nre sure to oppose this rliattvo. and '
ot course they caunot be ridden over
roughshod, it is explained that Ja- j
jinn has undertaken to restrict immi
gration of Japanese subjects into this
country by its oFn legislative and *
executive authority. ^
It is also asserted that the oiuis- *
slon of recognition of our right to
pass exclusion acts would not imply
Japanese opposition to suhe acts. It
they are passed. This is a danger
ous supposition. There can be no
rushing of this treaty through tha
senate. Probably President Taft un
derstands this, yet he possibly haa
good reasons for sending ft In at this
time.
