San Francisco, Feb. 24.—-The num her of‘Japanese laborers in the Uni ted States has decreased by 11,152 In tbe past three years, according to the Japanese foreign office. The fig ures were made public yesterday by Matsuzo .Vagal, Japanese consul-gen eral here. In the three complete years, 1908, 1609, and 1910, tho report shows 14,* 257 laborers returned to Japan from the United States while only 3„105 left for this country.
