C., March C.—A reduc tion of approximately 20 per cent in the rates charged by the railroads on cotton piece goods from the interior manufacturing centers of South Car olina to the port of Charleston came into effect today. The reduction follows a long strug gle between the railroads and the cotton mill men of Columbia, Green ville, Spartanburg and other centers of the cotton manufacturing industry in South Carolina.
