Atlanta, April 13.—The grand jury In the United States court yesterday turned "no bills" as to all the char ges sought to he preferred against The Constitution, Roby Robinson, its business manager, and W. F. Crus- selle, manager of the tri-weekly cir culation. It was charged that the officers 1 1 ' ’with former postofflce employees to cause under- weighing of the Constitution's mail. In support of this charge it was sh'»wn that W. H. Wynne, former pobtofflco employe, was Interested In n dray line which hauled the Consti tution's mall to the depots. It was shown to the grand Jury, however, that underweighing would have caus ed tho company to lose money. An Interesting feature of the lnves* tigation which has been going on for ton days was the appearance before the grand Jury of Clark Howell, edi- of the Constitution and president ol the company, against whom there were no charges, and who made to the grand Jury a statement dealing with every feature of the case. Mr. Howell's appearance before the grand jury was by direct order order from President Taft, given after Attorney General Wlckersham had positively and emphatically refused to permit him to thus appear.
