thus it would seem that Judge Dick

UbVERNOR BROWN'S
ADDRESS TO THE PEOPLE.
Macon Telegraph. v
Governor Brown's dear and ringing
challenge to the Hoke Smith regime
and machine for ita grasping at porr-
er and dominion, and Its 'ruthleze
steam-roller tactics in the last state
convention; his severe condemnation
of all practices which bring nto dis
repute . and contempt the State's Ju
diciary; his bold challenge to other
candidates to Jola him in requesting
the State Executive Committee
submit the question of prohibition or
local option to the direct votes of the
people to avoid entangling this ques
tion with others and with the person
ality of Individual eandidatef—these
constitute the gravamen of his first
communication to the public.
Other conddates have beef filling
the air with oratory and the newspa
pers with views and "news", but this
one shot from Governor Brown .wil
go more directly to the people, and
will be read by more people than all
that has been said and dona and
ptlnted in the campaign to date. It
is the only statement yet delivered
by any candidate which comes within
a mile of the real issues of this cam
paign. In fact, much of the noise
that we have been hearing has been
framed up to obxcure the issue.
The Telegraph is a local option
newspaper; it believes in local option
and will fight for local option when a
real opportunity acords, but it can
not be lead off in a side chase after
an illusive rainbow in the support of
any fellow for office because he hol
lers that he Is for local option wher
he can no more change the existing
conditions than he cas blot the Ple
iades from the heaven* The Tele
graph Is for good roads, but It does
iict foliowthat it must line up with
•very candidate who shojts trat he
is for good roads, to tho exclusion of
ic.ter and graver issues.
ft Judge Russel is In earnest about
t*.nowing down the local option gaunt
let, trd Mr. oPpe Brown is w»rl.'us in'
ruling it up, and both waur to thresh
out this question, let them Join Gov
ernor Brown in petltlonlsg the State
Executive Committee to formulate
the isiue lu a tangible way and sub
mit it to the white voters of Georgia
In fbo opproaching primary, it being
understood, of course, that the Verdict
of tho people shall be an instruction
to the Legislature which is the only
power that can re-establish local op.
tlon in this State.
Governor Brown charged that this
local option-prohibition Issue was a
feigned one; If this is not so let »ho
doughty champions of either cause
ccrao across and agreo to put
question where it belongs to be put—
directly to tho peoplo witnnut entnng
ling alliances or comtlicaJonu.
Governor Brown has put his oppon
fnts in a hole on tho question.
If they do not clambor out of it
and join in a request to tho executive
committee to submit the question to
the people ho will plug tho hole up
so far as this campaign is concerned
and sfother them.
