We, the Peoplea League, believe and maintain tbat tbe future of War cron Is absolutely dependable upon (air and equitable representation and an administration of our civic attain (bat shall represent every phase of our dtlseashlp. ' Therefore, be It resolved, that the Peoples, League enunciate as their .principles and plptfprm their unswerv ing support to an economical busi ness administration of the civic af- faln of Waycroas, believing In a gov ernment for and by the people with out regard to wealth or Influence. We advocate the liberal encourage ment of the Investment of foreign capital along Industrial lines In Way- In the bcslness section, and tbe grad ual, permanent Improvement of our streets as rapidly as funds will per mit. II. We protest against convict labor being used In any way In an tagonism to free labor, or for private Individuals, or enterprises, and'Insist tbat they be solely employed In work on public highways. ' . W* favor a more efficient sys tem of sanitary Inspection for the pro tection of tbe public health, a organization of our system for collect ing and destruction of gsrbage, and favor the rigid enforcer-c- t of all or dinances pertaining to health. . W* believe tbat tbe present City Hall can be re-modeled to meet tbe present needs of the city, and be lieve that the funds of the City can be employed for more necessary Im provements, and oppose a large ex penditure for a new City Hall at this time., IS. We favor the board of aider- men taking Immediate steps to force an Improvement In our present Inefficient telephone system. 1C. We favor tbe reduction of the cross tbat will tend to develop her resources and give employment to ber citizens, esueclally our skilled mechanics, thus reloundlng to the benefit of < ur merchants and our en tire cltlzem Up. 1. In view c. the widely distribu ted area of our city, we believe tbat the City should be re-dlstrlcted, thus giving nil the residents of our City more representation on the board of aldermen.. 3. Wo bdlevo tbat the City should at the beginning of each year make a careful estimate of tho needs of each department and appropriate from tbe Income tho amounts neces- -sary. and each department should be required to curtail tbelr expenditures In accordance with the appropriation made. i 3. Wo beliove tbat an itemized atatement of tbe recelpta nod expen ditures of tbe city should he careful ly prepared and published quarterly. 4. Hide for all supplies, also for all contract work done for the city ahall be advertlsod and allotted to (he loweat bidder. 5. Relieving that every citizen is entitled to know what ta being done by tho board of aldermen, we advo cate that the proceedings of the board of aldermen be published In detail within three days after each meet ing. <. All ordinances auggested by the board of aldermen shall be pub lished at least one week before adop tion In order lo give opportunity* for Jtroteet or approval by citizens be fore they are parsed upon finally. 7. We advocate the reorganization of all city departments along prograa- •Ire lines, both In Interest of econo my and efficiency. & We favor the Installation of tin np-to-dnto fir# alarm system, and the Improvement In the equipment for efficiency of oar fir* department, ao jthat it will provide protection to •very part of our City. 8. Wa favor the appolntmecT'ot at least two mounted policemen for the protection of the outlying dis tricts, and the purchase of a patrol wagon, to unable police officers more efficiently handle the business Of their departments. In connection with patrol wagon, we advocate the Installation of •yatam of Police Telephones, to be placed at convenient polntt where police, on bents, can register, and which win ha arguable for calling oot patrol wagon. We favor tho deposit of tho City funds In the City bank offering the highest rate of Interest on the deposit nnd charging the lowest rate of interest for loans made to the C(|ty, yvhoroby, the City will save many hundreds of dollars. 18. In view of the fact that a con siderable profit Is-now being made by the City Waterworks Department, advocate either a reduction in present rate of water rent, (which will tend to reduce houso rents) or we advocate that the profits made as above be held as a separato fund nnd expend ed exclusively for the extension of our water mains, thus bringing City water to all our citizens totao may de sire It. We advocate tho immediate Irapovement of Oak Lawn Cemetery, as a matter of public decency, and believe that it will materially add to tho Income of the City from the sale of lota. 20. We favor a reduction of the street tax, and suggest that the board of aldermen should, if possible, find a more equitable and practcable moth od for collection of same. 21. We favor that that the specific or occupation tax be readjusted and based on a graduated scale in Justice to the smaller merchants of our City. 22. We favor the creation sinking fund commission, and insist that no part of that fund shall be loanod on anything save real estate collateral and In the city of Way- cross. 27. We advocate that all regula and special meetings of tbe board of aldermen shall be held at night, so tbat all citizens who wish fay have opportunity to attend tbe session. 28. We advocate the abolishment of the office of City Treasurer and that the Bank or Banks designated as tbe City depository shall perform the duties of Treasurer, giving ample bond in a Standard Surety Company for the faithful (performance of such duties. j We favor the immediate revls* Ion of our City Code, the repeal of old obsolete ordinances, and the pub* llcation of said code and city charter in a convenient form, ao that all tokens who desire may have roll knowledge of the laws governing our city. ’, We advocate City Council tak* Ing action and promulgating such laws as may be necessary to compel Ice Vendors, who hold franchise in our city, to deliver ice in all parts of the elty In the interest of health and comfort of our citizens in accord ance with franchise granted. 31. We advocate City Council tak ing steps to require all electric wires In the business portion of the City to be placed under ground, in the Inter est of the Improvement of our streets and for the protection of the public. 32. We desire to heartily com, mend the present City administration for the progressive City improve ments that they have accomplished during the last two years. We demand that equal repre- pn tat ion be given all factions *>r bonafldo clubs In the polling bboths at all county and city primaries. THEREFORE, Be It Resolved, We, the. Peoples League, with no ulterior motive, save to conserve and promote the interest of Waytross along pro- gressve democratic lines, with a pro found and abiding confidence in the ultiraato triumph of tbe principles we advocate, present this, our platform, to the Intelligent voters of the City, and solicit and invite the hearty sup port of all who desire fhe best Inter est of Waycross and her people. That the Citizens League, form ed at said meeting, stands for a SQUARE DEAL, for both rich and poor, high and low,—No favoritism under the law, but JUSTICE to all. j That in order to meet out exact jus tice our City Government should be administered honeBtly, economically and equitably. The Tax rate should be as low as possible consistent with meeting the needs for revenue, and all property should be assessed alike. We condemn all Inequalities In as sessments ns rank favoritism, and pledge ourselfes to an assessment bused on value not on ownership. We believe that the Street Tax should be made not to exceed 33.00 per an num. Returns of property by Tax payers should be adjusted only after a full hearing and an examination ol the property. Resolved It. That this organization stands lor progress. We believe In a progressive age, and In a progressive city. No backward step should be taken. Not only should our tax rate be ae low as possible consistent with the clty’i legitimate needs, but the money so collected should be expend ed to the very beet possible advan tage, with neither watte nor craft.
