The elections this year were not of marked significance in tbi national point pf view. The ^ contests were generally conducted upon local issued,, though of course theje ftr# some ex ceptions to this rule. So tir as tha> may be said to have any national sig nificance. Democrats have reason for encouragement In tbe aeturns. In Massachusetts tbe campaign lines were drawn on theUarlflf and tbe voters sustained Governor Poss, who last year made a heavily ftspuo- llean state Democratic. Kentucky returns to the fold hy a good majorl- ty, but Maryland owing to dissensions and charges of fraud In the Democrat ic primaries electa its second Repub lican Governor. The unpopularity of Tammany upstate has resulted In* a gsln of Republican members In the New Jersey legislature, due largely to the knifing of Democrats by tho de posed boss, James Smith, and his frlsnds. But many of the Republican leglslators-elect are pledged to Cover nor Wilson’s progressive j>ollcles. Kan aas loses a Republican congressman and other western states show Demo cratic gains. The chief cities of Ohio have all elected Democratic mayors. The Socialists have made big gains In practically every state. One of*tiie greatest victories for good government In the entire coun try Is that In Philadelphia where Penrose has been overthrown and his personal candidate, George H. Earle, Jr., defeated for the mayoralty by Rudolph Blnnkenburg, the candidate of the Democratic and Keystone par ties. Following closely updn the near defeat of Tener, the Penrose candi date for governor last year, this would seem to presage the annihllla- tlon of the Penrose machine and the breaking away of Pennsylvania' from its Republican moorings.
