Second Ward, W. K. Chandler for
Alderntun Fourth Ward, and C. A.
LcCount for Aldernmu, Sixth Ward,—
ihese being the only Aldermen to bo

Whereas, by the endorsement of
theso candidates for nomination nt
the primary, as men deemed worthy
to bear the standard raised by this
meeting; it becomes proper and right
that tho purposes for which this
meeting stood, and for which the or
ganization there effected stands,
should be aet forth lii a declaration of
principles.
Therefore, be It resolved—
1. That the Citizens League, for* >
<d at said meeting, stands !
SQUARE DEAL, for both rlct
poor, high and low,—No favorli.am
under the law, but JUSTICE to all.
That In order to meet out exact Jus
tice our City Government ehoutd be
-admlnlitervd honestly, economically
•nd equitably. The Tai rate should
t« u low as possible consistent with
meeting the needs (or revenue, and
All property should he assessed alike.
We condemn all Inequalities tn as-
secernent, as rank favoritism, and
Sledge uuraelTes to an assessment
.-Weed on value not on ownership.
We believe that the Street Tax should
tie made not to exceed 82.00 per an
num. Returns ot property by Tax
payers should be adjusted only after
• foil hearing nnd an examination ot
1bt property.
Resolved It. That this organisation
stands tor progress. We believe In a
progressive age, and In a progressive
«W No backward step should be
taken. Not only should oar tax rate
Bo as low na possible consistent with
money so collected should ho expend
ed to the very best possible advan
tage, with neither waste nor graft.
Tho Sinking Fund provided to meet
the outstanding bonds should he kept
intact, and so invested as to bring
the best returns, so that the payment
of bonds may be made promptly and
our credit preserved. Next to the
preservation'of our credit, as outlined
above, comes tho needs for streets,
sidewalks and drainage, and these
should bo improved just as fast ns
practicable, but tho work should be
done by a competent Supervisor, un
der bond for faithful, honebt work, (
so that the money spent for those
improvements may be a permanent
gain to the city. Weeding edges o*'|
tretia nnd throwing sand in the mid
dle Is a waste of time nnd energy,
from which no benefit is derived. We
stand for hard surfneed streets and
for tho laying of good sidewalks for
the people who walk thereon.
Resolved, 111. That this organiza
tion stands for a "squnro deal” and
for PROGRESS, but It ndvocates giv
ing every proper help nnd encourage
ment to our schools, colleges and oth
er educational institutions. The needs
for a ppblic library U apparent, and
steps should bo taken to secure one
without delay. All our ellemosynary
institutions should be fostered and
aided, nnd especially do we commend
the Kings’ Daughters Hospital for its
noble work.
. Resolved, IV. That this organiza
tion stands committed to giving *11
due encouragement to new enterpris
es, manufactories, public service cor
porations nnd those things which!
»’■ t the upbuilding of a cify, yet
to use city property should
*anted without ndequate compen
sation, Ing money or service, to the
city or its people. We believe the
time has come for the city to own its
City Hall, and favor the erection or
purchase of such building as will be
adequate to the needs of the city for j
the next decade at least, believing*
the same to be conducive to economy I
in public service, and for the better j
management of city affairs. A cen-i
tral City market should be provided
for ns early as practicable; also ilie
garbage of the City should be removed
frequently, and cremated or other
wise disposed of so as not to menace
the public health.
This declaration of principles is pht
forth for the purpose of defining the
position of those responsible for the
Citizens League movement, hnd we
heartily invite all who desire good
government for Waycrost, who be
lieve In these principles, who desire
equal rights to all, special prlvliget
to none, to join with ua in carrying
this banner to victdQr by nominating

hearty accord with the platform her**
enunciated.
