Whereas, In response to a call l»*

there assembled at the Court Houso

ning of October 12th.. a representative

Blacksmiths, Locomotive Engineers,
Conductors, Switchmen, Itrakemcn,
Moulders, Inspectors, Carpenters,
Clerks, Travelers T. I\ A s., Fanners'
Union, U. C. T’s., and tho other ele
ments going lo make up our cosmo
politan population; tho object ami,
purpose of this meeting being to con
sider matters political affecting Way-
cross, and to deride on candidates
pod measures, to urge before the
voters at the approaching municipal
primary, and
Whereas, by a majority ballot of
over one hundred votors, H. D. Meed
was endorsed for Mayor, Dr. W. K
Jfeeks was endorsed for Alderman,
Second Ward, W. E. Chandler for
'Alderman Fourth Ward, nnd C*- A.
LeCount for Alderman, Sixth Ward,—
these being the only Aldermen to bo
elected at the ensuing election, and
Whereas, by tho endorsement of
these candidates for nomination at
the primary, as men deemed worthy
to bear the standard raised by this
meeting; it becomes proper and right
that the purposes for which this
meetlug stood,, and for which the or
ganization there effected stands,
Should bo set forth In. a declaration of
principles.
Therefore, be it resolved—
1. That the Citizens League, forrj

der bond for faithful, honeht work,
that tho money spent for these
improvements may he a permanent
gain to the city. Weeding edges of
streets and throwing sand In the mid
dle is a waste of tlmo and energy,
from which no benefit is derived. We
stand for hard surfaced streets and
for the laying of good sidewalks for
tho. people who walk thereon.
Resolved, III. That this organiza
tion stands for a "aquaro deal” und

ing every proper help nnd encourage
ment to our schools, colleges and oth
er educational institutions. Tho needs
for a ppbllc library Is nppnrcnt, and
steps should bo taken to secure one
without delay. All our elleinosynary
Institutions should bo fostered and
aided, and especially do we commend
the Kings’ Daughters Hospital for Its
noble work.
Resolved, IV. That this organiza
tion stands committed to giving all
due encouragement to new enterpris
es, manufactories, public service cor
porations and those things which
or tho upbuilding of a cify, yet
to use city property should
.anted without adequate compen-
.atIon, in money or service, to the
city or its people. We believe the
time has come for the city to own its
City Hall, and favor the erection or
purchase of such building as will be
adequate to the needs of the city for
the next decade at least, believing
the same to be conducive to economy
lu public service, and for the better
management of city affairs. A cen
tral City market should be provided
for as early as practicable; also the
garbage of the City should be removed
frequently, and cremated or other*
wise disposed of so as not to menace
the public health.
This declaration of principles is put
forth for the purpose of defining the
position of those responsible for the
Citizens League movement, hnd we
heartily Invite all who desire good
government for Wnycross, who be
lieve in these principles, who desire
equal rights to all, special privllges
to none, to join with us in harrying
