CITIZENS Whereas, In response to a call Ik- sued and Bigned by many cltlzena, there assembled at the Court Homo to the City ot Waycross. on the eve ning ot October 12tb., a representative body ot men, gathered from all waljfs and vocations of life, composed of ministers of the Gospel, physicians, lawyera, bankers, merchants and tnsmbers ot the organisations of Boll- sr Makers, Machinists, Ca Workers, Blacksmiths, Locomotive Engineers, Conductors, Switchmen, Brakemen, Moulders, Inspectors, Carpenters, Clerks, Travelers T. P. A’s.i Farmers’ t Union, U. C. T’s., and the other ele- S ■ ments going to make up our cosmo politan population; tlfo object and purpose ot this meeting being to con sider matters political affecting Way- cross, and to decide on candidates and measures, to urge before the voters at the approaching municipal primary, and Whereas, by a majority ballot of over one hundred voters, H. D. Reed was endorsed for'Mayor, Dr. W. K Meeks was endorsed for Alderman, Second Ward, W. E. Chandler for Alderman Fourth Ward, and C. LeCount for Alderman, Sixth Ward,— these being the only Aldermen to be elected at the ensuing election, and .Whereas, by the epdorsement qf these candidates for nomination at the primary, as men deemed worthy to bear the standard raised by this meeUng; 4 becomes proper and right that the' purposes for which this meeting stood, and for which the or ganization thero effected stands, should be set forth id a declaration ot principles. Therefore, be It resolved— I. That the Citizens League, form ed at said meeting, stands I" SQUARE DEAL, for both rich poor, high and low,—No favorlLem under the law, but JUSTICE to all. That In order to meet out exact Jus- *t!ce ohr City Government should be administered honestly, economically and equitably. The Tax rate'should be as low as possjble consistent with meeting the needs for revenue, and all proper/' 'should be assessed alike. We condemh all Inequalities In as sessments as rank favorijUsm, and pledge ourselfes to an Assessment based on value not 0o ownership. ' W<f believe that the Street Tax should beJ|*d* not to exceed *2.00 per an- nuhv Returns of property by Tax payers should be adjusted only after a full bearing and an examination ot Resolved IL„ That this organization stands for progress. We believe In' a progressive age; and lt\ a progressive city. No backward step should -be taken. Not only should our tax rate be as low as possible consistent, with money so collected should be expend ed to the very best possible advan tage, with neither waste nor gratL The Sinking Fund provided to meet the outstanding bonds should be kept Intact, and so Invoated as to bring the best returns, so that the payment of bonds may be made promptly and our credit preserved. Next to the preservation ot our credit, t aa outlined above, comes the needs tor streets, sidewalks and drainage, and these should be Improved Just as fast as practicable, but the work should be done by a competent Supervisor, un der bond for ( faithful, honeht work, so that the money spent for these improvements may be a permanent gain to the city. Weeding edges of streets and throwing sand In the mid dle Is a waste-of time and energy, from which no benefit Is derived. We stand for hard surfaced streets and for the laying of good sidewalks for the people who walk thereon. Resolved, HI. That this organiza tion stands for a "square deal'' and for PROGRESS, but it advocates giv ing every proper help and encourage ment to our schools, colleges and oth er educational Institutions. The needs for a ppbllc library Is apparent, and steps should be taken to secure one without delay. All our ellemosynaty Institutions should be fostered and aided, and especially do we commend the Kings’ Daughters Hospital for Its noble work. Resolved, IV. That-this organiza tion stands committed to giving all due encouragement to new enterpris es, manufactories, public service cor porations and those' things which ms or the unbuilding of a city, yet to use city property should .-anted without adequate compen sation, In money or service, to the city or Its people. We believe the time has come for the city to own Its City Hall, and favor the erection or purchase of such building as will be adequate to the needs ot the city for the next decade' at leasL believing the same to be conducive to economy In public service, and for the better management of city affaire. A cen tral City market should be provides for as early as practicable; also Uie garbage of the City, should be removed frequently, and cremated or other wise disposed of so as not to menace the' public health.
