Senator Harris expects that
Governor Slaton will endorse the
plan and that it will be taken up
favorably bv the V gislature this
year.
The idea, like all big ideas, is
simple. Georgia bonds, that Ik,
state bonds, bearing three per
cent interest, can be sold at par
or nearly so. Itut the average in
terest which towns, cities and
counties have to pay on bonds is
fivo per cent including expenses.
If the state of Georgiu endorses
the city and county bonds, the
latter then become ns good as
straight state bonds. It is esti
mated that the savings that could
be made in this way, if used ns a
sinking fund and placed in banks
at interest or invested in bonds,
would in thirty years pay all the
bonded indebtedness of the towns
and counties of Georgia.

South, is the only city in North
America, outside of New York,

cient to givo us such progressive
service in the way of good roads
as we nil have mude up our minds
to demand; he should he a man
who has had wide experience not
only in Suildiug roads, hut
should he up on drainage and the
••are of convict camps, and this
leads me to remark that I am
heartily in favor of caring for our
men in the most humane manner,
but I do not think we are getting
the work from them that we have
a right to expect, and I am crate
sure the infusion of a ^ttle new
blood into c ur organization
would b;, n y, al)01lt better results.
I'oui' head man should have
he^.or facilities for getting ever
this large county, and tho com*
missioners make some trips oc
casionally. as it is, when it ii
•lone, it is at considerable cost,
to this end I recommend the pur
chase of a cheap automobile for
your superintendent and for Ren-
eral use. As it now is yon are
renting a horse at a cost of $li».0()
per month and the care of him is
$20.00 per month additional. In i
that would be great conveniences
and better the conditions of tho
roads. ^
The road equipment is insuffi
cient to do proper work in an
economical manner, you need at
this time nine more wheel scrapes
which would save the labor of
ten to fifteen men, and bc very
useful in making your small fills
along the roads, and much 1 of
which yon will have to do to
avoid your road's being washed
away by the freshets.
Your equipment for caring for
your stock and tools, ns well ns
the men, is inadequate. There
should he some way to prJtv*
your tools from the weathe
when not in use, and the mules
are exposed, when in the lot, to
the bad weather in winter. ~Ir(
this connection, there is a matter
should consider and that i*
• ofrtC plflcc for a permanent camp
which could he used for several
purposes. By this I do not mean
to' recommend the purchase of a
county farm, but I think that
about 50 acres at some central
point would he sufficient, and
this land I think should he secur
ed for practically nothing, on ac-
onnt of the benefit it would be
ta the lands around it. This,
then, would he a placb where ev-
o y thing, not in use, could be
stored and kept in gootT* order
and a great deal of truck could
he raised to supply food stuff for
the men and the limits.
You will goon have to pur-
base furnishings for your new
offices, and I should recommend
that you put that in the hands of
your three Waycross members,
as it will he more convenient for
them to serve, being right here
the ground, we, of course get bids
for what is necessary, it may cost
several hundred dollars.
I would recommend thnt sonu-
thing he done to the outside
walls of the new building, and to
have a finished place there should
be some walks to the steps and
down side.
Yours respectfully,
