The comments of leading dem
ocrats here on the recent high
handed manner of the republican
administration in dealing with
the new defacto republic of Pana
ma, and its' actions prior to the
so-called revolution on the Isth
mus, are in. the nature of bitter
denunciations of the outrage per
petrated on a friendly nation.
They claim that Roosevelt has
outraged all precedent and placed
a blot on the fair name of this na
tion for dealing with its contem
poraries in a fair and just manner.
That is butagother step in the
imperial policy. That. the game
he is playing is that*‘might makes
right,” and that he is doing all
this simply to play into the hands
of the gang ‘who, will profit by the
increase in the price of the bonds
of the Panama Canal Company
when a treaty with the new opera
bouffe republic is ratified by the
Senate and by the powers govern
ing the session republic of Pana
ma. . |
When contrasted with past pre
cedents in comnection with the
recognition of new republics, the
actions of the Roosevelt adminis
tration are an outrageous over
turning of them all and an indorse
ment of secession and an indecent
slap in the face of a weak sister
nation: In 1836, President Jack-:
son refused to recognize the new
republic of Texas, and said that
it was important that we observe
a course ‘‘wisely consistent with
our' just principles.” President
Grant refused to recognize the re
public of Cuba and so did Presi
dent McKinley, and there were
many more reasons why that re
public should have been recog
nized than the new mushroom re
public of Panama. In speaking
of Cuba and his reasons fer not
granting recognition of its inde
pendence at that time, President
McKinley said: ‘ln dealing with
cases like these the further con
dition imposes itself that recog
nition of independent statehood is
not due to a revolted depéndency
uutil the danger of its being again
subjugated by the parent state has
entirely passed away.” Does any
sane man believe ‘that Colombia
could not quickly have subjugated
Panama’ if there had not been
United States war vessels present
to interfere with the action of the
Colombian forces and warn them
to keep hands off? What did we
think of the attempt of England
to recognize the Confederacy in
18617 We-warned her to keep
hands off, and she did so. ® The
wholé truth, as believed here by
those best informed on this sub
ject, is that this revolt was plan
ned overnight-in-the City of New
York and carried out by Ameri
can guns, and at the instigation
and connivance of this country,
every move of which. was known

‘Panama at this Capitol, was re
ceived by President Roosevelt

ceremony, and the new republic
duly recognized by the United
‘States as one of the nations of the
earth, He declares the Panama
raid represented the ‘‘unopposed
will of the people of Panama,”
but what of Colombia, which was
the parent state? It had proposed
an exhibition to suppress the re
volt such as General Scott started
to Charleston in 1801, under Maj
or Anderson, but our President 9f}
the day t6ok sides with the seces
sionists in Panama’ and ‘ordered’
our naval forces to resist the land
ing of any force sent out by the
republic of Colombia in the exe
cution of its constitutional duty to
maintain the unity of the South
American republici Dces not
this strike thinking Americans
who boast a well-regulated con
science as an audacious perfor
mance, resting on unbridled pow
ers and at war with every recog
nized principle of rightful Amer
ican conduct? We trampled on
the weak, declared secession to be
rightful, and promoted its success.
Is it not a shameful episode in our
national history? To whom does
disgrace and dishonor attach? Let
the people answer the question,

. The whole milk in the cocoanut
of this disgraceful proceeding
came out to-day when it was an
nounced in the New York press
that the firm of J. Pierpont Mor
gan & Co. had been made the fis
cal agents of the new republic of
Panama in this country. That
means that this firm of ‘‘Captains
of finance” will finance the new
republic and get the rake-off. 1
‘That accounts for the fact that the
iNew York Sun, which has been
hitherto Dbitterly antagonistic to
rßoosevelt, has come out and en
dorsed the action of the adminis
tration in garroting and robbing
’the" republic of Colombia, That
‘paper is owned and controlled by
}Mr. Morgan. It also shows that
all the talk about Wall Street and
the Morgan interests being oppos
?ed to Roosevelt will no longer go
down the throats of ‘a hitherto
over-credulous public. - They are
all. together now in one happy
band of commercial. freebooters
and Bashi Bazouks, and it is sing
ularly unfortunate that Senator
‘Gorman'’s leadership in the Senate
has failed completely to get the
democrats in that body to refuse
absolutely to have anything to do
with the new opera bouffe repub
lic and defeat any treaty that may
come “before it for ratification.
The man who votes in the Sen
ate to ratify a treaty with this
R{)osevelt—.made republic will find
himselt confronted with the
charge of endorsing a dishonor
able action. ;

It is generally conceded that the
'derhocrats must ‘carry the states
es New York and New [ersey in
the next presdiential election in
order to win. Conceding that
those two states are absolutely
necessary for democrati¢ success
next year, it may be interesting
for thé demotrats of the country
}Lto know the kind of democracy
(hat must control in-the state of
New Jersey next yearif we would
‘wih that: state.
’ An illustration drawn from the
lagt' Congressibnal election in that
state last year will suffice to give
lt.lwm this information. - In one of
the Congressional - districts . that
was democratic, the democrats
| nominated a man named DeWitt
'Clinton Flanagan,a man of wealth,
refinement, culture and social dis
tinction. He represented only
?thusc things that republicans like
'and of which they are not afraid.
'He was indorsed by Grover
' Cleveland, who lives in his district,
'and who made a speech for him,
it‘ne first he had made since his
retirement from the presidency.

further fact that Mr. Flanagan
spent large sums of money, he
was defeated.
On the other hand, in another
district that was normally repub
lican by about 4,000 majority, and
in which the republicans nomi
nated the millionare thread manu
facturer, Barbour, and in which
the democratic nomination went
begging, the democrats won a
splendid victory, After the nom
ination in this district had been
declined by a number of demo
crats, a young democrat named
William Hughes, a lawyer with
out money, but with character and
'bg’ains and real democracy,accept
ed the nomination as a matter of
%party honor., He announced
from the beginning of the cam
paign that he had no money with
‘which to buy votes, and said he
did not want a vote that had to be
purchased. He also said that if
hesvere elected it would mean a
real- democratic triumph and a
slap in the face.of monoply and
trust domination and the rule of
the predatory rich. He roundly
denounced all these things from
start to finish of the campaign,
and the result was that he was
elected by the honest men of the
district by 3,900 majority,a change
of 8,000 votes in the district.
That should teach the demo
crats of the country that if they
hope to carry the state of New
Jersey in the next presidential
election they must nominate a
man for president who stands for
the things and the kind of democ
racy that “Billy” Hughes stands
for or they may as well hang
their harp on - a willow tree. A
look oyer the field of men men
itioned for the nomination on the
‘democratic ticket will discover to
‘the acute observer of the timesthe
man who fills the bill.
