GRAND JURY
PRESENTMENTE.
September and November Terms Jasper Superior
Court.
To the Hon. W. N. Spence,
Judge of Superior Court Ocmulgee
Circuit :
We, the grand jurors drawn and
sworn for the Sept'r., 1903 term of
the Superior Court of Jasper ccun
ty; herewith return the following
general presentments: We find
through our committee, appointed
to examine the dockets of the ],
Psand N, P. Ex, Off, ]J. P,, to be
correctly kept with the cxccplion‘
ofs the bouks of the 3g7th district.
We find the entries to be incom
plete: Also in the 38oth district
criminal docket, that the names of‘
witnesses do not appear and other
incomplete entrics, Also in the
2qast district, we find the docket
very incomplete. We find from
reliable information that there has
been criminal matter gone through
this court without any record at
all of said proceeding, Werecom
mend that these irregularities be
corrected at once. We also recom
mend the use of pen and ink to
these Justices and N, . P's.
We have carefully examined the
report of the special committee
appointed by the grand jury at the
March term, 1903, composed of C.
L. llenderson, M. J }\iCEth'H)',
T. G. Pounds to examine into the
condition of all public buildings,
county officers, books and records,
pauper farm and roads and reve
nues, This report we have ac
cepted and approved in full and
make said report a part of these
presentments with the following
additional recommendations, to
wit: We especially recommend a
thorough cleaning of the court
house, but would not recommend
the spending of much money on
repairs of court house at present
and would further recommend that
good and substantial winter quar
ters be erected on the pauper farm
as soon as practicable for the pub
dic road chain gang hands, stock
and overseers. Also that sufficient
and comfortable quarters be pro
vided for the inmates of said pau
per farm.
We adopt the reports of the
county school commissioner, coun
ty treasurer, commissioners of
roads and revenues, ordinary and
judge of county court, and same
are on file in clerk’s office,
We have examined the pension
roll and find same correct. And
we hereby appoint the following
special committee to examine into
the condition of all public build
ings, county offices, books and
records, pauper farm and roads
revenues: E, H, Jordan, W, H,
Malone and L. A, Mercer and that
saul committee be paid two dollars
per day for their services. Said
commitice to report to March
term Soperior Court, 1904.
We recommend these general
presentments be published in each
counly paper and they be paid
($7.50) seven and a half dollars
each for same,

Special Committee's Report. }
‘We, the undersigned committee
appointed by the March term
grand jury, 1903, to examine the
affairs of the county and report‘
same so September term grand
jury, report as follows : |
County Court judge.—We find
upon examination of his books
that the cost due the county has
been paid into the treasury prompt
ly and his books, as far as we are
able to judge, properly and cor
rectly kepty
Clerk of Superior Court.—We
find his books neatly kept and
everything in his office in order.
Sherift's Books.—We find the
Sheriff's books show disposition of
every paper and prisoner that he
has received and are neatly and
correctly written up. The prison
ers in jail scemed to be well fed
and properly looked after.
Tax Receiver.—We find the Tax
Receiver has a very creditable in
crease in taxes over 1903, and up
on comparison we think the taxes
have been returned at a fairly equal
valuation with the exception of
property located in communities
that are thickly populated and
property located near the ‘towns
and villages. And in srme few in
stances where there are specially
good improvements, which, in our
opinion, might be at a higher value.
We only speak generally as to this
as our knowledge of the value of
property is so limited and our in
formation so meager. We feel that
‘we cannot point to any particular
property, As first stated we be
‘ lieve the returns have been accept
ed at fairly good value in the ma
jority and that the tax receiver has
‘endeavored to discharge his duties
\fairly and conscientiously,
~ County Treasurer,—We find the
Treasurer's books to be correct in
‘every particular, having a receipt
on file for all amounts from the
different sources he receives money
for the county and proper vouchers
for every dollar his books show he
has paid out. We find that the
county has outstanding notes to
the amount $11,325.21. ~ This a
mount tallies with the county com
missioner’s books, We find the
treasurer has on deposit in Bank
of Monticello $476.07 and with the
Woodbury Banking Co. $750.00.
County Commissioners.—We
find their books very thoroughly
kept, showing proper vouchers
bearing the approval of the com
missioners for all funds expended
for county purposes,
Ordinary.—We find his books
plainly and carefully kept,
County School Commissioner,—
e has accounts for teacher’s sal
ary, school expenses, amounts
paid members Board of Education
and services rendered by county
| school commissioner, and all other
!cxpenses properly made out and
approved by the board of educa
‘tion, and also approved by State
‘School Comumissioner. All of
which copies are on file in his office. |
'We think that the present school
officers are endeavoring to utilize
'the free school fund to the best
advantage,
County's Property.-On our visit
to the jail we find some improve
ments very badly needed. On our
approach we found some half doz
en negroes standing at windows,
talking to prisoners incarcerated,
With nothing to prevent them
from handing through a window
anything they might see fit to.
We would recommend that the
jail lot be enclosed with barbed
wire; that steps and platform to
well be repaired at once as it is
dangerous; that the main garbage
pipe back of jail be extended from
building 3o or 4o feet so that re
fuse will not stop so near buildiug’
and well.
Pauper Faqn.—-—we find the;
pauper farm in a very dilapidated
condition, The building badly in
need of repair, The buildlng for
white inmates has leaked in and
ratted ceiling and foor in scyemal.

places, The pillows toboth white |
and colored buildings are nearly
underminded by water from off
buildings and in yard. The keep
er’s house is in a terrible condition
especially we noticed the silis,
some of them are almost entirely
from under the house; it leaksl
badly and side planks partly rotted.
We think the keeper should have “
a new house with stove room ad
joining it, The stove room is now
30 or 4e yards from house, |
The land is in a very bad state;
has gone almost to galls and gul
lies for want of proper tillage, ter
racing and fertilizing.
~ In our opinion the pauper farm
is near enough to town and that it
’is also near enough to establish
winter quarters thereon for road
gang and county chain gang, dnd
that in a few years the land could
be made fertile ‘and valuable to
the county. By growing veget
ables and other food stuffs to be
utilized in feeding the inmates aud
also labor utilized lin building
roads, The manure frbm county
mules would, in our opinion, make
the county’s 5o acre pauper farm
richin a very few winters. We
find eight inmates, one - white
male, four colored males and three
colored females; all seem to be
well fed and contented, -
~ Road Gang.—On - our visit to
the road gang we found nine con
victs; all seemed to be able bodied
‘men and well cared for; the mules
in fairly good work order. We
found very poor sools in the hands
of the men., They are really such
that good work cannot be done.
We found the road machines worn
out. In our opinion not compe
tent for the work they should do.
We find very little being done for
permanent benefit on our roads.
They are merely goune over and
patched from year to year, We
think one of the greatest needs on
our roads is drainage, such assew
ers and small bridges, to keep the
water from cutting the road bed in
two and washing away. We find
that very little work of this kind
is being done on the roads. Inour
humble opinion it would be much
more profitable to the county to
utilize its convicts at this kind of
work during the winter months
than it is to hire them out to cut
cord weed and do other work for
individuals, Atthe camp we found
no shelter whatever for the mules
and was informed that they had
no shelter last winter. that the
lease had expired on the place
they now occupy and that the com
missioners did not feel authorized
to put mnre improvements there
on. We think it very necessary
that the mules should be sheltered
and fed under shelter during the
winter especially, It seems to us
that the mules would tramp more
hay in the grour;d than they would
eat, if fed to them on the grouml‘;
in winter. We find the camp bad

smith’s forge, The county has
been without blacksmith facilities|
for several months and we dccm’

In conclusion we take pleasure
in saying we believe the county
should feel gratified that (her offi
ces are filled by officers of such ex
cellent ability—all of them appear
to use every possible effort to keep
their respective offices in the very
best possible condition, and ex
tended every courtesy to the com
mittee when at work in their pare
ticular departments.

‘G:m;: Ten convicts in good condition, with
the exception of one - recently hired from the
Butts Coénty Comimissioners for whom we
have not as yet )x'n«nored the check, as he has
been sick from an injupy received before he
was hired, and of which we knew pothing at
the date of hiring. We have protested said
clicek, and have been in communication with
the chairman of their Board, and have noti
fied them that we will not pay for him unless
he proves himself able-bodied as represented
to us at thes time ofthe hiring ofsaid Convict.
(11.) We have 8§ lmmates at the Pauper
Farm, 1 white male; 4 colored males; and
32 Pemales,a!l colored,in a very fair condition.

School News.

+ Our new superintendent, Mrs.
Perry, took charge of the schogl
Monday to fill the place which wes
occupied by Mr, Nisbet, who for
the last three months has had
charge of the school.
We are very much grieved be
!cause Mr. Nisbet has left us. - He
‘has taken great pains to trhin our
‘minds and at the same time to
teach us to bekind and modest.
We feel sure his place will be well
nlied by Mr, Perry,
l The boys' principle game lis
foot-ball and the girls’ sitting down
and eating which you know they
like to do.
We had holiday Thursday, as it
was Thanksgiving Day, and was
celebrated by the school children,
the boys especially,
| We have changed the order in
which we are to march a little
since Mr. Perry took charge.
The Geography contest next
[Friday afternoon, promises to be
very lively and interesting. Our
parents and friends are cordially
invited; we think the contest
would prove interesting and profi
table and those who are ‘‘rusty’
on the capitals and rivers of South
America would no doubt have
their memories refreshed.
The Primary department has
organized a Literary Society
which meets every other Friday
afternoon. ' '
