Let 'fs Have the Well.
The queation of boring an arte
sian well in the city is being again
discussed by a few citizens.
Now that Dawson is coming to
the front as the foremost town in
southwest Georgia, and with the
great pro%abil’ty of a vast exten~ |
sion of trade and business by conx
giderablyincreased railway facilities
at an early date, the boring of an
artesian well would unquestionably
be a matter of very great import~
avce, aad a highly attractive im<
prowement te the city, |
JLhobenefits of artesian water for
‘dribking purposes are too well

‘especial benefit to a generally

Higher Education.
At its next seseion the legisla
_ture will be asked {o make proper
provisions ter higher & ucation in
Georgia, and 2 bill embodying this
suggestion will be introduced by
Dr. Felton, f Bartow. QOf course
no plan has been agreed on by the
friends of higher education—for
they could not be gathered togeth
~er—but here is the plan that has
been discussed: the legislature will
~be asked to appropriate six months'
“rental of the state road to higher
education in Georgia—provided
the rental does not exceed $30,000
per month. If it should exceed
$30,000 per month, which is more
than probable, the surplus to go to
the common schools of Georgia
which, under the bill, would be
-entitled, as at present, to one half
_of the rental of the state road.
This is a matter that will bear
discussion.
_ A Noble Example.

‘ Tt e association adopted a rule at
it sorganization that all applications
for loans should be received and
‘dled by the general attorney and
considered by the executive com~
mittee in regular order. This
rule was adopted for the purpose
of doing equal and exact justice to
each and all of the shareholders.
The charge of partiality ean very
easily be made, and it is a very
easy thing to create suspicion thet
a favored few may obtain loans at
the expense of shareholders at a
distance. This association, howev
er, knows neither person or locali
ty in the matter of loans. Every
application isnumbered in the pre
&cise order in which it is received,
80 it makes no difference whether
the member resides in the city of
Now York or in the city of Daw
son; when his application is reachs
ed it will be considered regardless
ot ei‘her person or locality. A
loan Of $2,500 has just been made
to Mrs, ‘Mary E. Wright, of Ats
lanta, a,7d other applications for
loans from*{eorgia are on file and
will be con sidered in their regular
precise order’s
Some buila'ing and loan associa
{ions require shareholders to be
members for a certain period,thres
v #ix months, before they can
make an application for a loan,
There is no such requirement by
| this association, as every member,
lafi;m‘ obtaining his certiflicate of
isharccs, is eutitled to make an ar ,y
plicatien for a loan to the fi]]
amouat ot the par value of his
shares. It will therefore he
seen that Georgia shareholders, are
i not mere “hewers of wood,” - geith.,
er do they pay tribute to the ; capi
talists of the north.
The great advantage in "puilding
and loan associations is their mus
tuality and co-operative. qualities,
Each member stands oy precisely
the same footing, an'{ it is equally
true that cvery moamber has the
privilege of borro wing in his reg
ularturn. The great mass ot
shareholders in. the North be
come members, of these associas
tious simply for investments, while
the bulk of. ¢harcholders from the
West andthe South apply for
shares with the express purpose
ot making applications tor loans.
It is to the interest of these asso,
ciations to loan their money as
speedily as possible. By loaning
the monthly dues to its boriowers,
with the acznmulation of premium
and interest, the fund grows and
the shares reach their par value in
the shortest possible period,
We think our citizens did not
£o amiss in becoming shareholders
in an association which is national
in its character and which is en
abled to make loans advantageous
ly to shareholders in the South, in
consequence of the great majority
of the northern sharcholders be
coming members simply as invests
ors.
