Colonel Christy, editor of that paper,
and representative in Congress elect
from that District of Georgia, writes as
follows about the prospects of Georgia
in Congress :
While oiy individual Opinion is that
no legislation whatever is needed, and
while I find many members of Congress
leaning in that direction, I cannot ig
nore tbe fact that a majority seem de
termined to do somthing. Hence, I
think that as a compromise between
the extremists and nonaotionists, mod
erate measures may be agreed upon.
With a certain cl ss, the status of “the
negro” stem to be tbe bone of conten
tion. His cxclusiou from the Legisla
ture has aroused their ire, and they are
determined te have the question settled
whether he shall bol l tflice or not. To
this end, it it proposed by the “rnoder
ates” that the constitutional convention
(ball reassemble solely for the purpose
of passing a declaratory ordinance on
this suhj ct. —A case might be brought
before your Supreme Court, which
would sctile the question at once. To
satisfy the clamor raised by those who
have so persistently talked of “rebt.l
outrages” and the allegid impossibility
of some sections of tbe State it is pro
to give the United Sta'eg Courts
ooncurrent jurisdiction in cases where
parties will swear they cannot g o juaiiit
in the state courts. Whether this pol
icy will be adopted, or that of the extre
mists— o*-, what is better, the matter
left to regulate i.s.lf—no one can nca
prit:nd to 8;y.
The rumor that General Grant is
opposed to further rec nstrurtion, which
in general, i«, 1 have good reason for
believing, well founded. lam not at
liberty to publish the facts on which
this opiohn is based, but think they
are reliable.
