The Fifteenth CouMif titioiial
Amendment.
It appears that Congress has at last
settled down a resolution to amend
the constitution in the matter of suf
frage The House bill provided that
“the light of any c’tizori to vote shall
not be denied or abridged by the Uni
ted States or by any State, by reason
of race or color or previous condition
of slavery of any cit zotts, or class of
citizens of the United St tes.” The
Senate, however, cbaDgod die hnguage
of the amendment so as to take away
all restrictions not only upon the elec
tive franchise, hut upon the right to
hold office. The Senate amendment
provides that “No discrimination shall
be made in the United States among
the citizen* of the United States in tho
exercise of the elective franchise, or in
the right to hold office in any State, on
aceou it of race, color, nativity, prop
erly, education, or creed.”
There was a good deal <J struggle
in the House when the Senate propo
sition came up, and Mr. Bingham
made a strong speech for concurrence,
but the body was against him by more
than three to one, and upon the Sen
ate was thrown tho responsibility of
defeating the w hole tiling or asking a
o nilerenoe The Senate took the mat
ter up again, and receded, from its
amendment, when the resolution, os
originally reported, was carried by the
c institutional majority.
The next thing in order is for the
States to defeat this encroachment up
on their re erved rights. Experience
has proved that Congress has already
too much power, and this new meas
ure is hut another step toward a con
solidated despotism.— Savannah Re
publican.
A young medical student in Galveston
had the satisfaction of seeing a particular
friend dissected by a professor before his
class a few weeks ago. The friend had
traveled with him to Galveston on busi
ness but was taken sick, without money,
and died in the hospital. The student
knew nothing of his death until he saw
bis body in the lecture hall.
It is authoritatively stated in Wash
ington that Horace Greeley has urged
General Grant to place two ex rebels in
his Cabinet This he advises as a means
to secure harmony and peace.
The Baraboo (Wis.) Republic says
every hop-grower believes that every
other hop-grower will abandon tho busi
ness, and so he will stick to it, and
make money.
Just so with our Cotton Planters, and
the consequence will be, Cotton low,
provisions high, money scarce.

’ pike, in Calhoun county, Ga., a medium
size light sorrell mare mule, small white spot
in "forehead, 8 years old this spring. It is be
lieved that the mule was stolen by a negro
named .Stephen Jfmiteo, formerly owned by
a Mi. Temiel, of Washington county, Ga.,
and that he has gone back to Washington
county.
Stiil negro is about 32 or 33 years old,
1 black with prominent forehead, and has only
1 t'itigers anti Thumb on one
hand, not recollected which hand, being a
natural defect.
