The Charleston Courier says that]
the foreign circulars show tho wisdom
of the policy pursued by the Bouth
during tho lust season, viz: of first
raising their own breadstuff's and sup
plies and then devoting their attention
to cotton ns their eurp’us crop. These
circulars indicate that cotton is scarce
and high. The Courier says: “The
planters are masters of the situation,
and simply because they have not
staked their fortunes upon any single
production. Cotton is king, if we per
mit him to wear his crown ; but not if
by improvidence we waste or cast
aside the resources of bis kingdom.—
The South is gradually recuperat ; ng,
because she has at last ascertained the
secret of her power and the truo path
to her independence Cotton the world
must have. But to place upon cotton
an entire relianco, and to make this
the only crop, is to pave the way for
ioss and for a surrender at discretion.”
Tho Courier advises the planters to
raise cotton for their own support aud
then to raise it for the world at latge
This course, it says, has improved the
material prospects and condition of the
South. The policy of the last year
has placed the great bulk of the price
paid upon cotton in tho pocket of the
planter.
Tue advice to planters to make
plenty to eat first, and then go for cot
ton cannot be too urgently repeated.
It is tho salvation of the South. If
one wise, sagatious, and practical man
were invested ivith absolute power to
shape tho planting policy of tho South
for the next fivo years, it is not too
much to say that the result would be
within that hrief time, the perfect ag
ricultural, industrial tmd political inde
pendence of the section. The formula
he would lay down would embrace a
few and very simple proportions, aud
might be stated thus :
Ist. liaise in abundance all the
bicaistuffs needed for your farm and
your neighbors who are engaged in
other than (arming industries.
2d. liaise your meat in tho same
way and for the same object, so far as
prowling negroes who live by killing
stock will permit.
3d. riant cotton for your own and
your neighbors’ uses first and foremost,
and out of this make your own cloth'
ing anu everything needed in your
family and farm that is made of cot-
ton.
4lh. Make on your own farms, where
it is possible, your farming implements
sucli ns axe handles, ploughs, wagons,
goar, etc , nnd if you cannot do this,
encourage your neighbors to do it, and
when you have to buy, in every instance,
g<ve the preference to those articles made
in the State, over those made at the
North.
sth. Live frugally, so far as luxuri
ous expenditures go, but abundantly
so lar as v holesome farm products go,
upon and within your own resources.
6th. You may now plant cotton for
sale as much as you please.
9th. When it is gathored, stow it
away in your gin house, and advertise
to the world—

perous, rich, self-sustaining and inde
pendent. It will remove you to a per- I
lootly sale distance from the Federal
paper money maelstrom that threatens
to engulf the country’s wealth and in
dustry. It will make yours the capi

tbo sceptre of power that belongs to
the emporium of gold. It will hit your
traditional and mortal enemy, Now
England, the hardest lick and transfer
her capital in cotton and other manu
facturing machinery from LowelJ,
Providence, Salem, etc., to the streams
of the South, It will irresistibly draw
to the South emigrant labor, skilled
artisans and means to deveiope your
iron and corn fields, build up your cit
ies, fill your ports with an active and
profitable shipping trade, and from all
these accumulated sources ol power
you will bo able to draw the weight te
demand and command the restoration
of your rights and perfect political
equality. It is with weapons to be
drawn from the field and the workshop
that you can most surely and speedily
vanquish the tyrants that oppress you

and loom, aie, in your condition,
“mightier thaD the sword," because
they will give you “the sinews of war,”
and just in that shape of the Almighty
Dollar which your foes are Bure to fall
down and worship. You have got the
means to work out your independence
God has given them in your soil, your
climate, your streams, your coal and
metalic ores. Use them wisely and
well, and the victory you pant for is
within your grasp.

it is done we will all have to do with
out either long or Hhort sweetening
next year, Slavery is doomed in Cuba,

I raging there have declared that slavery
is a death blow to all agricultural in
terests, and that it takes years cf toil
to repair tho damage of an invading
army. If the Cuban rebellion lasts a
few years longer the whole is and will
be laid waste, and it will be several
years before any sugar or molasses
will be raised for exportation. The
abolition of slavery in Louisiana has
cut the supply very short ther \ and
>ve would not bo surprised to hear of
I sugar selling at fify cents per pound
and molasses at time dollars per gal
lon before next October. Sugar rose
five cents per pound in New Orleans
’ last week and is still going up.
In view of these facts we urgo our
planting friends to plant at loast enough
to make their own sugar and molasses.
If you can’t get the Louisiana cano
to plant, get sorghum seed to plant it.
It will yield a greater income per aero
than cotton, even at the present prices,
and every prospect now is that cotton
will go down and sugar up. Sugar
mills and evaporators can now bo
bought very cheap, aDd one will an
swer the purposes of a oommnnity of
six or eight farmers. Two or throe
acres in cane will make sugar aDd mo
lasses enough for any family in the
county, and one acre is enough to sup
ply most families. Go to work at once
to secure your sorghum seed, and be
ready to plant it when the proper time

Valuable Recipe l —A lady friend of
ours gave us the other day, a valuable
recipe for having soft, white hands, and
she found it out by experience, induced
thereto by a necessity which is not un
commen in Southern households just
now. As it is so good and simple, we
give it to our fair readers.
Take after meals a largo dish pan
filled with as much warm water as is
necessary; put in tho dishes and with a
little soap; wash them nicely, and dry
them with a dry towel. Our fair read
ers will find that if they continue to use
the recipe, it will not be long before
their bands will look soft, pretty aud
white.—Ex.
To Make Calicoes Wash Well.—
Infuse three gills of salt in four q uarts of
boiling; water, put the calicoes in while
hot and leave them till cold; in this vny
ihe colors are rendered permanent and
will not fade by subsequent va bings.—
So says a lady who has frequently made
the exp riment. Nothing can bo
cheaper or more quickly done.
