sition for furnishing a large pennan.

India, of course, has been vastly ben j

England has so lavishly planted
there; still, not as a cotton producing !
State will she repay the debt. She 1
has an ample supply of suitable soil,
but not the climate. Of two-thirds
of India it may, with too much truth
be said, that hot winds, drought short
crops and famine, are certainties;
plentiful rains and prosperous harv
ests are accidents. Irrigation possi
bly in time might cure these defects
—though as yet it is a disputed
question whether it is any benefit to
cotton—could it be attended and
used without adding too largely to
the cos’. But that is not likely, ex
cept in special instances, since the
same labor can produce what will
pay better, and for the very reason
that other Commodities India raises
are in quality equal to the best the
world affords. That is to say, labor
in Bengal applied to wheat, linseed
or indigo, produces an article which
m the markets of the world commands
as high a price as any other wheat,
linseed or indigo, but applied to cot
ton produces a staple only about two
thirds the value ofother cotton. This
is the explanation of the failure h.tli
erto to respond to the stimulus ap
plied, and is, in truth, a barrier which
must ever check production except
in sections where the soil is bettei
suited for this staple than for other
crops, or when an unnatural relatioi
exists between the prices for cotton
and tor her other production.”
