should have their attention called
to the subject of public roads.
Good public roads are of more
va'ue to a country than railreads;
but with our present system of
road-working, good roads ara an
impossibilily during ths winter
and spring —the very time when
needed the most. To work the roads
by contract would necessitate the
levying of & road tax to raise the
uecessary funds. This plan works
well in thickly settied countries:
but this section i 3 so thinly set
tled that a tax for this purpose
would be very heavy. The best
plan for road-working is to do it
with convictlabor. Were the con
victs in the penitentiary divided
out amoung the several coun
ties there would be a force of
several hands to each. To
this force should be added al! tho
jail conviets. These, working un
der the direction of a competent
overseer, and with proper tools
supplied by the e»unties, wounld
accomplish a great deal in the
course of a year; and in the course
of a fow years a system like this
steadily followed, would give the
people splendid roadls.

securing the payment of a certain promis.
